cial and economic policies so as <strong>to</strong> guarantee <strong>the</strong> material needs <strong>of</strong><br />

<strong>the</strong> re<strong>vol</strong>utionary war; <strong>to</strong> wage <strong>the</strong> cultural re<strong>vol</strong>ution so as <strong>to</strong> arm<br />

<strong>the</strong> heads <strong>of</strong> <strong>the</strong> worker-peasant masses. All <strong>the</strong>se, <strong>to</strong>ge<strong>the</strong>r with<br />

o<strong>the</strong>r policies, are but directed <strong>to</strong> one goal: <strong>to</strong> overthrow <strong>the</strong> imperial<strong>is</strong>t-Kuomintang<br />

rule through re<strong>vol</strong>utionary war, <strong>to</strong> consolidate<br />

and develop <strong>the</strong> worker-peasant democratic dicta<strong>to</strong>rship and <strong>to</strong> be<br />

prepared <strong>to</strong> proceed <strong>to</strong> <strong>the</strong> stage <strong>of</strong> proletarian dicta<strong>to</strong>rship.<br />

b. SO<strong>VI</strong>ET DEMOCRACY<br />

FROM MARX<br />

TO MAO<br />

The Soviet <strong>of</strong> <strong>the</strong> worker-peasant democratic dicta<strong>to</strong>rship <strong>is</strong> <strong>the</strong><br />

government <strong>of</strong> <strong>the</strong> masses <strong>the</strong>mselves, directly depending upon <strong>the</strong>m<br />

maintaining <strong>the</strong> closest relation with <strong>the</strong>m and, <strong>the</strong>refore, able <strong>to</strong><br />

operate its maximum strength. <strong>It</strong> has already been <strong>the</strong> organizer<br />

and leader <strong>of</strong> <strong>the</strong> re<strong>vol</strong>utionary war and <strong>the</strong> mass life. <strong>It</strong>s enormous<br />

strength <strong>is</strong> incomparable <strong>to</strong> any form <strong>of</strong> state in <strong>the</strong> h<strong>is</strong><strong>to</strong>ry. it needs<br />

a strong power <strong>to</strong> cope with its class enemy. But <strong>to</strong> <strong>the</strong> workerpeasant<br />

masses it exerc<strong>is</strong>es no strong power but wide democracy.<br />

The wide democracy <strong>of</strong> <strong>the</strong> Soviet <strong>is</strong>, first <strong>of</strong> all, manifested in its<br />

election. The Soviet gives <strong>the</strong> right <strong>to</strong> vote <strong>to</strong> all oppressed and<br />

exploited masses regardless <strong>of</strong> sex. <strong>Th<strong>is</strong></strong> right <strong>to</strong> <strong>the</strong> worker-peasant<br />

masses <strong>is</strong> unprecedented NOT in human FOR h<strong>is</strong><strong>to</strong>ry. The experience <strong>of</strong><br />

<strong>the</strong> past two years tells us that <strong>the</strong> Soviet has been very successful<br />

in its election. The particulars <strong>of</strong> <strong>the</strong> Soviet elections are as follows:<br />

(1) The names COMMERCIAL<br />

<strong>of</strong> <strong>the</strong> elec<strong>to</strong>rs are written on a big red paper<br />

and an election meeting with no exploiters participating in it takes<br />

<strong>the</strong> place <strong>of</strong> <strong>the</strong> general mass meeting <strong>of</strong> <strong>the</strong> past. (2) The proportions<br />

<strong>of</strong> social composition are as follows: one from every fifteen<br />

workers and <strong>the</strong>ir DISTRIBUTION<br />

family members; one from fifty peasants and poor<br />

people; all <strong>the</strong> city and village Soviet councils are formed th<strong>is</strong> way.<br />

The method guarantees <strong>the</strong> leading position <strong>of</strong> <strong>the</strong> workers in <strong>the</strong><br />

worker-peasant alliance. (3) According <strong>to</strong> <strong>the</strong> Election Act proclaimed<br />

by <strong>the</strong> Central Soviet Executive Committee in September<br />

1933, <strong>the</strong> electron units for <strong>the</strong> peasants are villages while workers<br />

have ano<strong>the</strong>r rule. <strong>Th<strong>is</strong></strong> makes <strong>the</strong> election universal among <strong>the</strong> peasants<br />

while <strong>the</strong> workers can also elect <strong>the</strong>ir best representatives <strong>to</strong><br />

work in <strong>the</strong> Soviet Council. (4) During <strong>the</strong> two elections in 1932<br />

and <strong>the</strong> election in <strong>the</strong> autumn <strong>of</strong> 1933 in many places more than 80<br />

per cent <strong>of</strong> <strong>the</strong> elec<strong>to</strong>rate joined it. In some places, <strong>the</strong> sick people<br />
