materials for articles <strong>of</strong> everyday use. <strong>It</strong> shall emphasize afforestation<br />

and increases in lives<strong>to</strong>ck. Taking <strong>the</strong> small farm economy as a<br />

bas<strong>is</strong>, plans must be worked out for certain branches <strong>of</strong> agriculture<br />

as, for example, cot<strong>to</strong>n, whose production shall be fixed for each<br />

province.<br />

The Soviets must lead <strong>the</strong> peasants <strong>to</strong> solve such vital problems<br />

as labour, oxen, fertilizers, seeds, irrigation, etc. Here <strong>the</strong> organized<br />

mobilization <strong>of</strong> <strong>the</strong> labour force and <strong>the</strong> participation <strong>of</strong> women<br />

in production are <strong>of</strong> vital importance. The Soviets must lead <strong>the</strong><br />

peasantry in launching <strong>the</strong> Spring and Summer ploughing campaigns.<br />

About 25 per cent <strong>of</strong> <strong>the</strong> peasantry <strong>is</strong> in need <strong>of</strong> oxen, hence <strong>the</strong><br />

necessity <strong>of</strong> organizing <strong>the</strong> oxen co-operatives. The Soviets must<br />

direct <strong>the</strong> greatest attention <strong>to</strong> irrigation. At present we are not in<br />

need <strong>of</strong> Soviet farms and collective farms, but for agricultural improvement<br />

an experimental station shall be set up in each d<strong>is</strong>trict.<br />

In addition, agricultural research institutes shall be establ<strong>is</strong>hed and<br />

agricultural products showrooms arranged.<br />

As a result <strong>of</strong> <strong>the</strong> blockade <strong>of</strong> <strong>the</strong> enemy, difficulties have ar<strong>is</strong>en<br />

in our exportation, and many handicraft industries in <strong>the</strong> Soviet d<strong>is</strong>tricts<br />

have declined. Tobacco and paper have suffered most. But<br />

<strong>the</strong>se difficulties are by no means invincible. Owing <strong>to</strong> <strong>the</strong> large<br />

consumption <strong>of</strong> <strong>the</strong> people, <strong>the</strong> Soviet goods can find a big market<br />

within <strong>the</strong> Soviet terri<strong>to</strong>ry. NOT In <strong>the</strong> first FOR half <strong>of</strong> 1933 <strong>the</strong> efforts <strong>of</strong> <strong>the</strong><br />

Soviets and <strong>the</strong> development <strong>of</strong> <strong>the</strong> co-operatives resulted in <strong>the</strong> revival<br />

<strong>of</strong> many industries as, e.g., <strong>to</strong>bacco, paper, tungsten, camphor,<br />

fertilizers, agricultural COMMERCIAL<br />

instruments, etc. Attention shall be directed<br />

<strong>to</strong> cloth, drugs, sugar industries. New industries have sprung up in<br />

Mien-che-kang province (paper, cloth, etc.). To relieve <strong>the</strong> shortage<br />

in salt, nitrate-salt has been manufactured. <strong>It</strong> <strong>is</strong> hard <strong>to</strong> map out<br />

a plan for <strong>the</strong> scattered DISTRIBUTION<br />

handicraft industries, but it <strong>is</strong> possible <strong>to</strong><br />

elaborate a plan for <strong>the</strong> leading industries, above all, for <strong>the</strong> undertakings<br />

operated by <strong>the</strong> state and <strong>the</strong> co-operatives. The Soviet and<br />

co-operative controlled enterpr<strong>is</strong>es shall make an appra<strong>is</strong>al <strong>of</strong> <strong>the</strong><br />

production <strong>of</strong> (raw) materials as well as market both in <strong>the</strong> White<br />

and Red d<strong>is</strong>tricts.<br />

The Soviet shall organize foreign trade and directly control <strong>the</strong><br />

flow <strong>of</strong> such goods as <strong>the</strong> importation <strong>of</strong> salt and clo<strong>the</strong>s, <strong>the</strong> exportation<br />

<strong>of</strong> food and tungsten. <strong>It</strong> shall see <strong>to</strong> it that food be equally<br />

d<strong>is</strong>tributed within <strong>the</strong> Soviet d<strong>is</strong>tricts. <strong>Th<strong>is</strong></strong> work began in Mienche-kang<br />

at an early date, followed by Kiangsi in <strong>the</strong> Spring <strong>of</strong> 1933.<br />
