1. THE AIMS OF THE WAR<br />

“War <strong>is</strong> <strong>the</strong> continuation <strong>of</strong> politics.” The nature <strong>of</strong> imperial<strong>is</strong>m<br />

<strong>is</strong> preda<strong>to</strong>ry, and even in periods <strong>of</strong> “peace” <strong>the</strong>re <strong>is</strong> no instance when<br />

<strong>the</strong> policy <strong>of</strong> <strong>the</strong> imperial<strong>is</strong>t states <strong>is</strong> not preda<strong>to</strong>ry. But when <strong>the</strong><br />

preda<strong>to</strong>ry policy <strong>of</strong> certain imperial<strong>is</strong>t states encounters <strong>the</strong> obstacle<br />

<strong>of</strong> certain o<strong>the</strong>r imperial<strong>is</strong>t states and cannot break through th<strong>is</strong> obstacle<br />

by peaceful means, <strong>the</strong>n <strong>the</strong>se states use warlike means <strong>to</strong><br />

break through th<strong>is</strong> obstacle so that <strong>the</strong>y may pursue <strong>the</strong>ir preda<strong>to</strong>ry<br />

policies. The aim <strong>of</strong> <strong>the</strong> Second Imperial<strong>is</strong>t War <strong>is</strong> similar <strong>to</strong> that <strong>of</strong><br />

<strong>the</strong> First Imperial<strong>is</strong>t War. <strong>It</strong> cons<strong>is</strong>ts in dividing up <strong>the</strong> world anew,<br />

that <strong>is</strong> <strong>to</strong> say, in dividing up anew <strong>the</strong> colonies, semi-colonies, and<br />

spheres <strong>of</strong> influence, in pillaging <strong>the</strong> peoples <strong>of</strong> <strong>the</strong> world, and in<br />

establ<strong>is</strong>hing <strong>the</strong>ir domination over <strong>the</strong> peoples <strong>of</strong> <strong>the</strong> world. . . .<br />

Apart from aims <strong>of</strong> th<strong>is</strong> kind, are <strong>the</strong>re any o<strong>the</strong>r aims? Are <strong>the</strong>re<br />

any good aims? There are none whatever. Whe<strong>the</strong>r it be Germany,<br />

<strong>It</strong>aly, or Japan, whe<strong>the</strong>r it be England, America, or France, all <strong>the</strong><br />

imperial<strong>is</strong>t states participating directly or indirectly in <strong>the</strong> war have<br />

only a counter-re<strong>vol</strong>utionary, an imperial<strong>is</strong>t goal — pillaging <strong>the</strong><br />

people. The “lasting peace” NOT <strong>of</strong> Japanese FOR imperial<strong>is</strong>m, <strong>the</strong> “self-determination<br />

<strong>of</strong> peoples” <strong>of</strong> Hitler, <strong>the</strong> “opposition <strong>to</strong> National Social<strong>is</strong>m”<br />

<strong>of</strong> Chamberlain, <strong>the</strong> “aid <strong>to</strong> Poland” <strong>of</strong> Daladier — all <strong>the</strong>se<br />

come down <strong>to</strong> a single COMMERCIAL<br />

word: pillage. Merely because it sounds good<br />

and <strong>to</strong> fool <strong>the</strong> people, <strong>the</strong>y order <strong>the</strong>ir secretaries <strong>to</strong> invent a few<br />

synonyms, that <strong>is</strong> all.<br />

DISTRIBUTION<br />

2. THE NATURE OF THE WAR<br />

The nature <strong>of</strong> <strong>the</strong> war <strong>is</strong> basically determined by <strong>the</strong> political<br />

aims <strong>of</strong> <strong>the</strong> war. All wars are divided in<strong>to</strong> two categories. As Comrade<br />

Stalin has said, <strong>the</strong>y are divided in<strong>to</strong>: (1) just wars, <strong>the</strong> aim <strong>of</strong><br />

which <strong>is</strong> not pillage but liberation, and (2) unjust wars <strong>of</strong> pillage.<br />

By its nature, <strong>the</strong> Second Imperial<strong>is</strong>t War like <strong>the</strong> First Imperial<strong>is</strong>t<br />

War, belongs <strong>to</strong> <strong>the</strong> second category. The two sides in <strong>the</strong> present<br />

war, in order <strong>to</strong> fool <strong>the</strong> people and mobilize public opinion, both<br />

proclaim with utter shamelessness that <strong>the</strong>y <strong>the</strong>mselves are just and
