Unorganized guerrilla warfare cannot contribute <strong>to</strong> vic<strong>to</strong>ry and<br />

those who attack <strong>the</strong> movement as a combination <strong>of</strong> banditry and<br />

anarch<strong>is</strong>m do not understand <strong>the</strong> nature <strong>of</strong> guerrilla action. They<br />

say, “<strong>Th<strong>is</strong></strong> movement <strong>is</strong> a haven for d<strong>is</strong>appointed militar<strong>is</strong>ts, vagabonds,<br />

and bandits” (Jen Chi Shan), hoping thus <strong>to</strong> bring <strong>the</strong> movement<br />

in<strong>to</strong> d<strong>is</strong>repute. We do not deny that <strong>the</strong>re are corrupt guerrillas,<br />

nor that <strong>the</strong>re are people who under <strong>the</strong> gu<strong>is</strong>e <strong>of</strong> guerrillas indulge<br />

in unlawful activities. Nei<strong>the</strong>r do we deny that <strong>the</strong> movement<br />

has at <strong>the</strong> present time symp<strong>to</strong>ms <strong>of</strong> a lack <strong>of</strong> organization, symp<strong>to</strong>ms<br />

that might indeed be serious were we <strong>to</strong> judge guerrilla war-<br />

fare solely by <strong>the</strong> corrupt and temporary phenomena we have men-<br />

tioned. We should study <strong>the</strong> corrupt phenomena and attempt <strong>to</strong> eradicate<br />

<strong>the</strong>m in order <strong>to</strong> encourage guerilla warfare, and <strong>to</strong> increase its<br />

military efficiency. “<strong>Th<strong>is</strong></strong> <strong>is</strong> hard work, <strong>the</strong>re <strong>is</strong> no help for it, and<br />

<strong>the</strong> problem cannot be solved immediately. The whole people must<br />

try <strong>to</strong> reform <strong>the</strong>mselves during <strong>the</strong> course <strong>of</strong> <strong>the</strong> war. We must educate<br />

<strong>the</strong>m and reform <strong>the</strong>m in <strong>the</strong> light <strong>of</strong> past experience. Evil does<br />

not ex<strong>is</strong>t in guerrilla warfare but only in <strong>the</strong> unorganized and und<strong>is</strong>ciplined<br />

activities that are anarch<strong>is</strong>m,” said Lenin, in On Guerrilla<br />

What <strong>is</strong> basic guerrilla strategy? Guerrilla strategy must be based<br />

primarily on alertness, mobility, and attack. <strong>It</strong> must be adjusted <strong>to</strong><br />

<strong>the</strong> enemy situation, <strong>the</strong> terrain, <strong>the</strong> ex<strong>is</strong>ting lines <strong>of</strong> communication,<br />

<strong>the</strong> relative strengths, <strong>the</strong> wea<strong>the</strong>r and <strong>the</strong> situation <strong>of</strong> <strong>the</strong><br />

people.<br />

In guerrilla warfare, select <strong>the</strong> tactic <strong>of</strong> seeming <strong>to</strong> come from<br />

<strong>the</strong> east and attacking from <strong>the</strong> west; avoid <strong>the</strong> solid, attack <strong>the</strong> hollow;<br />

attack; withdraw; DISTRIBUTION<br />

deliver a lightning blow, seek a lightning<br />

dec<strong>is</strong>ion. When guerrillas engage a stronger enemy, <strong>the</strong>y withdraw<br />

when he advances; harass him when he s<strong>to</strong>ps; strike him when he <strong>is</strong><br />

weary; pursue him when he withdraws. In guerilla strategy, <strong>the</strong><br />

enemy’s rear, flanks, and o<strong>the</strong>r vulnerable spots are h<strong>is</strong> vital points,<br />

and <strong>the</strong>re he must be harassed, attacked, d<strong>is</strong>persed, exhausted and<br />

annihilated. Only in th<strong>is</strong> way can guerrillas carry out <strong>the</strong>ir m<strong>is</strong>sion<br />

<strong>of</strong> independent guerrilla action and co-ordination with <strong>the</strong> effort <strong>of</strong><br />

<strong>the</strong> regular armies. But, in spite <strong>of</strong> <strong>the</strong> most complete preparation,<br />

<strong>the</strong>re can be no vic<strong>to</strong>ry if m<strong>is</strong>takes are made in <strong>the</strong> matter <strong>of</strong> command.<br />
