4. OUR REVOLUTIONARY POLICY<br />

DURING THE FIRST STAGE OF THE WAR<br />

There <strong>is</strong> not <strong>the</strong> slightest doubt that <strong>the</strong> re<strong>vol</strong>utionary policy <strong>of</strong><br />

th<strong>is</strong> stage has as its goal <strong>the</strong> organization <strong>of</strong> a united front against<br />

aggression <strong>of</strong> <strong>the</strong> people <strong>of</strong> <strong>the</strong> country that <strong>is</strong> <strong>the</strong> victim <strong>of</strong> aggression.<br />

. . . At <strong>the</strong> same time, th<strong>is</strong> policy does not ignore <strong>the</strong> organization<br />

by <strong>the</strong> Soviet Union and <strong>the</strong> governments <strong>of</strong> all <strong>the</strong> democratic<br />

countries <strong>of</strong> <strong>the</strong> struggle <strong>to</strong> prevent new aggression. . . . Even<br />

after Munich, because <strong>of</strong> <strong>the</strong> anger aroused among <strong>the</strong> broad masses<br />

<strong>of</strong> <strong>the</strong> Engl<strong>is</strong>h and French people, and even among <strong>the</strong> left wing <strong>of</strong><br />

<strong>the</strong> bourgeo<strong>is</strong>ie by <strong>the</strong> defeat <strong>of</strong> Spain and <strong>the</strong> d<strong>is</strong>appearance <strong>of</strong><br />

Czechoslovakia, <strong>the</strong>re was a possibility <strong>of</strong> compelling <strong>the</strong> Chamberlain<br />

and Daladier governments <strong>to</strong> abandon <strong>the</strong>ir policy <strong>of</strong> nonintervention<br />

and <strong>to</strong> organize, with <strong>the</strong> Soviet Union, a common front<br />

The bourgeo<strong>is</strong>ie <strong>of</strong> <strong>the</strong> so-called democratic states fear on <strong>the</strong><br />

one hand that <strong>the</strong> fasc<strong>is</strong>t states may violate <strong>the</strong>ir interests; but <strong>the</strong>y<br />

fear <strong>the</strong> development <strong>of</strong> <strong>the</strong> re<strong>vol</strong>utionary forces even more. They<br />

fear <strong>the</strong> Soviet Union, <strong>the</strong>y fear <strong>the</strong> liberation movements <strong>of</strong> <strong>the</strong><br />

peoples <strong>of</strong> <strong>the</strong>ir own countries, <strong>the</strong>y fear <strong>the</strong> liberation movements<br />

in <strong>the</strong> colonies and semi-colonies. Consequently, <strong>the</strong>y rejected a<br />

genuine united front against aggression and a genuine war against<br />

aggression in<strong>vol</strong>ving <strong>the</strong> participation <strong>of</strong> <strong>the</strong> Soviet Union, and <strong>the</strong>y<br />

organized by <strong>the</strong>mselves a united counter-re<strong>vol</strong>utionary front. They
