straw so as <strong>to</strong> guard against dampness. After <strong>the</strong> grain <strong>is</strong> in s<strong>to</strong>re,<br />

he himself seals up <strong>the</strong> bins which will not be opened soon, using<br />

bricks and plaster and covering-up holes which let in <strong>the</strong> wind, with<br />

broken mats. Secondly, he <strong>is</strong> friendly <strong>to</strong>wards o<strong>the</strong>rs. When receiving<br />

grain he inspects conscientiously. However, <strong>to</strong> those who<br />

send in bad grain he simply says: “Look everybody, can you feel<br />

ra<strong>is</strong>ed h<strong>is</strong> voice in abuse. If someone from <strong>the</strong> army came <strong>to</strong> collect<br />

grain not in accordance with <strong>of</strong>ficial procedures, he always courteously<br />

and patiently explained things. On <strong>the</strong> one hand, he would<br />

lend some grain <strong>to</strong> prevent shortage, and on <strong>the</strong> o<strong>the</strong>r, asked <strong>the</strong><br />

<strong>the</strong>m <strong>to</strong> make good <strong>the</strong> procedures. Before long if anyone from <strong>the</strong><br />

troops stationed in Suide went <strong>to</strong> collect grain from old Bai’s granary,<br />

<strong>the</strong>y always went through <strong>the</strong> procedures <strong>to</strong> avoid difficulties<br />

for old Bai and embarrassment for <strong>the</strong>mselves. Thirdly, he <strong>is</strong> very<br />

careful over operating and food costs. He reports excess expenditure<br />

<strong>to</strong> <strong>the</strong> fifth government section at county level. He does not<br />

ind<strong>is</strong>criminately take grain and sell it for <strong>the</strong> cash <strong>to</strong> make up deficiencies.<br />

Now Comrade Bai Heming has been promoted <strong>to</strong> be head<br />

<strong>of</strong> <strong>the</strong> fifth section <strong>of</strong> Suide county government.<br />

(A) Hy Dianchang was direc<strong>to</strong>r <strong>of</strong> <strong>the</strong> granary <strong>of</strong> Fourth D<strong>is</strong>trict<br />

Xinning. When receiving grain in <strong>the</strong> winter <strong>of</strong> 1941, he sold 3 tan<br />

privately, <strong>to</strong>ok 1.3 tan home, and lent 3.92 tan <strong>to</strong> h<strong>is</strong> relatives and<br />

friends. He himself and h<strong>is</strong> relatives and friends, Hy Diangong, Hu<br />

Qingrong and Liu DISTRIBUTION<br />

Zixiao should have paid 7 tan <strong>of</strong> grain tax. They<br />

did not hand over a single grain but he <strong>still</strong> <strong>is</strong>sued tax-grain receipts.<br />

When receiving grain he did not allow <strong>the</strong> masses <strong>to</strong> sweep up <strong>the</strong><br />

grain on <strong>the</strong> floor, but swept it up himself and shared it with <strong>the</strong><br />

personnel helping him <strong>to</strong> receive <strong>the</strong> grain. After he had fin<strong>is</strong>hed<br />

<strong>is</strong>suing tax-grain for deposit in citizens’ homes, he was 0.2 tan short<br />

but he falsely reported 1 tan <strong>to</strong> <strong>the</strong> fifth section <strong>of</strong> <strong>the</strong> county government.<br />

After <strong>the</strong> fifth section found him out, he was sent <strong>to</strong> court,<br />

sentenced <strong>to</strong> pr<strong>is</strong>on and ordered <strong>to</strong> return <strong>the</strong> embezzled grain.<br />

(B) In September 1939 after grain was sold from <strong>the</strong> Shuifan D<strong>is</strong>trict<br />

Granary in <strong>the</strong> Huachi County, 14.7 tan <strong>of</strong> tax grain was m<strong>is</strong>s-<br />
