4. DEFINITION OF GUERRILLA WARFARE<br />

When it <strong>is</strong> not advantageous for our main land army <strong>to</strong> meet <strong>the</strong><br />

enemy in large-scale engagements and we, <strong>the</strong>refore, “send” out commando<br />

units or guerrilla units, which employ <strong>the</strong> tactics <strong>of</strong> avoiding<br />

strength and striking at weakness, <strong>of</strong> flitting about and having no<br />

fixed position, and <strong>of</strong> subduing <strong>the</strong> enemy according <strong>to</strong> circumstances,<br />

and when we do not oppose <strong>the</strong> enemy according <strong>to</strong> <strong>the</strong> ordinary<br />

rules <strong>of</strong> tactics, th<strong>is</strong> <strong>is</strong> called employing guerrilla tactics.<br />

At a time when our country’s national defense preparation are<br />

not completed, and when our weapons are inferior <strong>to</strong> <strong>the</strong> excellent<br />

equipment with which <strong>the</strong> enemy has provided himself, we must<br />

observe <strong>the</strong> following principles whenever we w<strong>is</strong>h <strong>to</strong> wage a battle<br />

with <strong>the</strong> enemy:<br />

1. PRECAUTIONS WHEN ON THE MARCH<br />

When we are on <strong>the</strong> march, we must send plainclo<strong>the</strong>s units<br />

armed with p<strong>is</strong><strong>to</strong>ls ahead <strong>of</strong> our vanguard, behind our rear guard,<br />

and <strong>to</strong> <strong>the</strong> side <strong>of</strong> our lateral defenses, in order <strong>to</strong> spy out <strong>the</strong> situation<br />

and <strong>to</strong> forestall DISTRIBUTION<br />

unexpected attacks by <strong>the</strong> enemy, or superfluous<br />

clashes.<br />

2. PRECAUTIONS DURING HALTS<br />

When we encamp, if <strong>the</strong>re <strong>is</strong> a presumption that <strong>the</strong> enemy may<br />

be near, we should send every day a guerrilla company — or at least<br />

a pla<strong>to</strong>on — <strong>to</strong>ward <strong>the</strong> enemy’s defenses <strong>to</strong> carry out reconna<strong>is</strong>sance<br />

at a d<strong>is</strong>tance (from 20 <strong>to</strong> 30 li) or <strong>to</strong> join up with <strong>the</strong> local<br />

forces and carry out propaganda among <strong>the</strong> masses, in order <strong>to</strong> in-<br />
