and schools must use only native cloth produced in <strong>the</strong> Border<br />

Region.<br />

(2) We must generally encourage peasant women <strong>to</strong> spin cot<strong>to</strong>n<br />

yarn and woollen thread <strong>to</strong> guarantee supplies <strong>of</strong> yarn and<br />

thread <strong>to</strong> <strong>the</strong> fac<strong>to</strong>ries. At <strong>the</strong> same time, we can ra<strong>is</strong>e <strong>the</strong> income<br />

<strong>of</strong> <strong>the</strong> masses.<br />

(3) We must solve problems <strong>of</strong> supply and d<strong>is</strong>tribution. No<br />

matter whe<strong>the</strong>r publicly owned, privately owned or a family subsidiary,<br />

<strong>the</strong> ability <strong>to</strong> develop <strong>is</strong> chiefly related <strong>to</strong> whe<strong>the</strong>r problems<br />

<strong>of</strong> supply and d<strong>is</strong>tribution can be solved. As regards raw<br />

materials, we are <strong>still</strong> not self-sufficient in raw cot<strong>to</strong>n and cot-<br />

<strong>to</strong>n yarn, and <strong>the</strong> sources are not dependable. Since communi-<br />

cations are not very good ei<strong>the</strong>r, <strong>the</strong>re are problems in d<strong>is</strong>tribution.<br />

We must arrange things so that yarn-spinners can buy raw<br />

cot<strong>to</strong>n whenever <strong>the</strong>y want it, and cloth-wavers can buy yarn<br />

whenever <strong>the</strong>y want it. As regards fin<strong>is</strong>hed products, <strong>the</strong> markets<br />

for cot<strong>to</strong>n cloth and woollen products are not stable. We<br />

must arrange things so that producers can sell <strong>the</strong>ir products at<br />

any time; <strong>of</strong> suitable market-prices. These problems must be<br />

solved by <strong>the</strong> combined strength <strong>of</strong> <strong>the</strong> financial organs, commercial<br />

organs and <strong>the</strong> people’s co-operatives.<br />

(4) As for problems in <strong>the</strong> supply <strong>of</strong> clothing and bedding,<br />

we must act according <strong>to</strong> <strong>the</strong> methods implemented by <strong>the</strong> Finance<br />

Department in 1942 so as <strong>to</strong> economize on costs and get<br />

clothing at <strong>the</strong> right time.<br />

Our papermaking industry can already produce over 5,000 rolls<br />

<strong>of</strong> malan paper per year. In 1943 we can increase th<strong>is</strong> <strong>to</strong> 7,000 rolls,<br />

which <strong>is</strong> entirely DISTRIBUTION<br />

sufficient for our printing needs. However, we<br />

must (i) unify <strong>the</strong> production and supply <strong>of</strong> paper. Malan paper <strong>is</strong><br />

not suitable for general use apart from printing. <strong>It</strong> cannot be sold if<br />

<strong>the</strong> printing departments do not want it. At present we have <strong>the</strong><br />

following situation: if <strong>the</strong> printing fac<strong>to</strong>ries do not use enough, <strong>the</strong><br />

paper fac<strong>to</strong>ries cannot sell and have <strong>to</strong> s<strong>to</strong>ckpile, capital turnover <strong>is</strong><br />

slugg<strong>is</strong>h and th<strong>is</strong> influences production. In order <strong>to</strong> solve th<strong>is</strong> contradiction<br />

between supply and demand in 1943, we should unify purchase<br />

and supply, and make prec<strong>is</strong>e economic relationships between<br />

particular <strong>of</strong>ficial organizations and paper fac<strong>to</strong>ries. (ii) We must<br />

improve <strong>the</strong> quality <strong>of</strong> <strong>the</strong> paper. With ex<strong>is</strong>ting equipment and tech-
