ESPIONAGE<br />

1. POINTS FOR ATTENTION WHEN<br />

CARRYING OUT ESPIONAGE.<br />

1. All reports on <strong>the</strong> situation should be transmitted without loss <strong>of</strong> time<br />

<strong>to</strong> one’s superiors or <strong>to</strong> friendly armies.<br />

2. The reports which we collect absolutely must be in full detail.<br />

All sloppy and negligent reporting must be severely prohibited.<br />

3. The scope <strong>of</strong> espionage <strong>is</strong> not limited merely <strong>to</strong> <strong>the</strong> situation<br />

<strong>of</strong> <strong>the</strong> enemy; spies should also pay attention <strong>to</strong> <strong>the</strong> terrain. We<br />

should be informed <strong>of</strong> all aspects <strong>of</strong> <strong>the</strong> terrain that are d<strong>is</strong>advantageous<br />

<strong>to</strong> us, especially those aspects favourable <strong>to</strong> <strong>the</strong> enemy, such<br />

as narrow roads, river crossings, circui<strong>to</strong>us routes for avoiding <strong>the</strong>se<br />

river crossings and narrow roads, etc.<br />

4. We should bend every effort <strong>to</strong> obtain complete and detailed<br />

information regarding all matters having any relation <strong>to</strong> our guerrilla<br />

unit; our efforts should never cease until we understand <strong>the</strong><br />

situation thoroughly.<br />

5. We should pay attention <strong>to</strong> <strong>the</strong> sentiments <strong>of</strong> <strong>the</strong> people <strong>to</strong>ward<br />

ourselves and <strong>the</strong> enemy. Are <strong>the</strong> people actively aiding us?<br />

How <strong>is</strong> <strong>the</strong>ir positive attitude manifested?<br />

2. METHODS OF ESPIONAGE<br />

DISTRIBUTION<br />

Apart from sending out courageous and intelligent individuals<br />

(i.e., spies) <strong>to</strong> carry out espionage on every hand, a guerrilla unit must<br />

unite closely with <strong>the</strong> popular masses <strong>of</strong> <strong>the</strong> place in question. Moreover,<br />

in strategically important places, we use reliable local inhabitants<br />

or those among <strong>the</strong> people who sympathize with <strong>the</strong> guerrilla<br />

unit (for example, we can make use <strong>of</strong> feudal relationships and find a<br />

relative, or someone belonging <strong>to</strong> <strong>the</strong> family <strong>of</strong> person who has been<br />

executed by <strong>the</strong> enemy; we can also employ those among <strong>the</strong> people<br />

who hate <strong>the</strong> enemy, etc.). We give <strong>the</strong>se people a relatively good<br />

salary, establ<strong>is</strong>h a secret espionage network, as well as a system <strong>of</strong><br />

sentries, so that we can transmit information with facility.<br />
