scious needs <strong>of</strong> <strong>the</strong> millions <strong>of</strong> <strong>the</strong> worker-peasant masses. Having<br />

th<strong>is</strong> power in operation, <strong>the</strong> Soviet shapes itself in<strong>to</strong> a dicta<strong>to</strong>rship<br />

and organizes <strong>the</strong> re<strong>vol</strong>utionary war and <strong>the</strong> re<strong>vol</strong>utionary court<br />

which wage violent attacks upon <strong>the</strong> class enemy from all directions.<br />

<strong>Th<strong>is</strong></strong> brings about <strong>the</strong> enormous function <strong>of</strong> <strong>the</strong> Soviet court in <strong>the</strong><br />

Soviet terri<strong>to</strong>ry.<br />

d. THE SO<strong>VI</strong>ET LABOUR POLICY<br />

FROM MARX<br />

TO MAO<br />

The Soviet, based on <strong>the</strong> class character <strong>of</strong> its political power<br />

and on its enormous task <strong>of</strong> arming <strong>the</strong> <strong>to</strong>iling masses <strong>to</strong> fight out<br />

imperial<strong>is</strong>ts and <strong>the</strong> Kuomintang through a re<strong>vol</strong>utionary war, must<br />

initiate class struggles <strong>of</strong> workers, defend <strong>the</strong>ir every day interests,<br />

develop <strong>the</strong>ir re<strong>vol</strong>utionary initiative, organize th<strong>is</strong> initiative in <strong>the</strong><br />

enormous re<strong>vol</strong>utionary war and turn <strong>the</strong> workers in<strong>to</strong> active leaders<br />

for <strong>the</strong> re<strong>vol</strong>utionary war and pillars for <strong>the</strong> consolidation and<br />

development <strong>of</strong> Soviet power.<br />

Interests <strong>of</strong> <strong>the</strong> workers are completely protected under <strong>the</strong> Soviet<br />

labour policy. The labour situation under it as compared with<br />

that n <strong>the</strong> past while under <strong>the</strong> Kuomintang rule, or with that <strong>of</strong> <strong>the</strong><br />

d<strong>is</strong>tricts now <strong>still</strong> ruled by <strong>the</strong> Kuomintang, forms a sharp contrast<br />

which <strong>is</strong> comparable only NOT <strong>to</strong> <strong>the</strong> difference FORbetween<br />

heaven and hell.<br />

Before <strong>the</strong> Soviet d<strong>is</strong>tricts came <strong>to</strong> ex<strong>is</strong>t, that <strong>is</strong> <strong>to</strong> say, when <strong>the</strong><br />

Kuomintang were <strong>the</strong> rulers, <strong>the</strong> workers were slaves <strong>of</strong> employers.<br />

The long <strong>working</strong> COMMERCIAL<br />

hours, <strong>the</strong> meagre wages, <strong>the</strong> brutal treatment,<br />

and <strong>the</strong> absence <strong>of</strong> any legal means whatsoever for protecting <strong>the</strong><br />

interests <strong>of</strong> workers are what will remain permanently in <strong>the</strong> memory<br />

<strong>of</strong> every worker. All <strong>the</strong>se d<strong>is</strong>advantages for <strong>the</strong> workers <strong>still</strong> ex<strong>is</strong>t<br />

in <strong>the</strong> Kuomintang-ruled DISTRIBUTION<br />

d<strong>is</strong>tricts and are aggravated. Lately, <strong>the</strong><br />

real wages <strong>of</strong> workers in <strong>the</strong> white d<strong>is</strong>tricts have been cut by more<br />

than 50 per cent. Cut <strong>of</strong> production, mass-d<strong>is</strong>m<strong>is</strong>sal, and lockout,<br />

have been <strong>the</strong> common methods <strong>of</strong> capital<strong>is</strong>ts <strong>to</strong> launch attacks upon<br />

<strong>the</strong>ir employees. <strong>It</strong> logically follows that broad unemployment has<br />

been formed. To speak <strong>of</strong> industrial workers alone <strong>the</strong> unemployed<br />

now exceeds 60 per cent. In <strong>the</strong> Kuomintang-ruled d<strong>is</strong>tricts, <strong>to</strong> strike<br />

<strong>is</strong> a criminal act in <strong>the</strong> eyes <strong>of</strong> <strong>the</strong> rulers. In March, 1933, <strong>the</strong> Kuomintang<br />

authorities at Hankow even proclaimed death pun<strong>is</strong>hment<br />

for strikers. Whenever <strong>the</strong>re <strong>is</strong> a conflict between labour and capital,<br />

<strong>the</strong> Kuomintang never fails <strong>to</strong> stand on <strong>the</strong> side <strong>of</strong> <strong>the</strong> capital<strong>is</strong>t<br />
