ENVIRONMENTAL HEALTH SERVICES DIVISION<br />

REVISED AND NEW SERVICE FEE CHARGES<br />

FOOD SERVICE PROGRAM<br />

The recent passage of the new food code, Act 92 of the Public Acts<br />

of 2000, resulted in the creation of a new type of food service<br />

facility, Special Transitory Food Unit (STFU). In addition to the<br />

STFU, the new code also established a state-wide fee schedule for<br />

STFUs. As a result, the Environmental Health Services Division<br />

must charge services fees for licensing, inspection, and plan<br />

review of a STFU. In accordance with Act 92 and the fees<br />

established by the law, we are requesting a new service fee be<br />

established for a STFU as follows:<br />

STFU license - $77.00<br />

STFU inspection - $90.00 (each inspection, two inspections<br />

required per year)<br />

Temporary food establishments are frequently primitive food stands<br />

set up at festivals, carnivals, bazaars, and other public events.<br />

Environmental Health issues approximately 600 temporary food<br />

service licenses each year. The cost of providing this service for<br />

fiscal year 99-00 was approximately $21,000. The revenue from<br />

license fees totaled $6,920. The fees for temporary food service<br />

licenses have not changed since 1991. Therefore, we are proposing<br />

to a raise the temporary food service license as follows:<br />

From 8 - 14 Days $20.00 $50.00<br />

The proposed new service fee would place <strong>Saginaw</strong> <strong>County</strong> below the<br />

median statewide fee and is expected to generate an additional<br />

revenue of $12,000 per year.<br />

The department would also like to propose a $10.00 late fee be<br />

established for temporary food license applicants who fail to<br />

submit their license applications in a timely manner. The new food<br />

code requires application for a license be submitted 30 days<br />

before the event. A late fee would be imposed if license<br />

application is not made at least five (5) days prior to the event.<br />

Each year, approximately 40 license applications are submitted<br />

late to the Environmental Health Services Divisions. The proposed<br />

late fee would generate approximately $400 in revenue and would<br />

allow the department to provide a service to the public in a cost<br />

effective manner.<br />
