Your committee has considered communication 11-13-18 from Susan<br />

Kaltenbach, <strong>County</strong> Clerk asking to establish a fee for replacement<br />

of Carrying Concealed Weapons (CCW) permits, and to establish a<br />

fee for laminating the picture provided by the applicant to new<br />

CCW permits.<br />

We met with Ms. Kaltenbach who informed us with the implementation<br />

of P.A. 381 - Concealed Weapons Law, her office is now responsible<br />

for collecting CCW application fees. The new law does not address<br />

the cost of replacing CCW permits, i.e. when holders change their<br />

address or misplace their licenses, etc. Just as with a new<br />

permit, the replacement process is time consuming, and therefore<br />

the Michigan Association of <strong>County</strong> Clerks is recommending counties<br />

establish a standard charge of $10.00 for replacement of the<br />

permit. ($10.00 replacement fee includes laminating)<br />

The second issue relates to new permits and involves the method of<br />

attaching the applicant's picture to the new permit. Since<br />

laminating is the best way to affix a picture to a permit, the<br />

Clerk's Office purchased a laminating machine as did many other<br />

counties. To help offset the cost of the machine and its supplies<br />

the Clerk is recommending a $2.00 laminating fee be established.<br />

We recommend the <strong>County</strong> Clerk's request to establish fees for<br />

replacement of CCW permits and laminating new permits be approved,<br />

as outlined above and subject to Civil Counsel approval. We<br />

further recommend the proper <strong>County</strong> officials be authorized and<br />

directed to implement same.<br />

FROM: COMMITTEE ON HUMAN SERVICES -- 3.1 December 11, <strong>2001</strong><br />

Your committee has considered communication 12-11-3 from John<br />

Neiderhauser, Health Officer, <strong>Saginaw</strong> <strong>County</strong> Department of Public<br />

Health asking approval of a revised Environmental Health Fee<br />

schedule.<br />

The Department of Public Health continually reviews programs for<br />

operational efficiency and effectiveness. Over the past several<br />

years, <strong>Saginaw</strong> <strong>County</strong> has enjoyed economic growth which has led to<br />

increased activities in residential and commercial development.<br />

As a result, these activities have led to an increase in the<br />

services provided by the Environmental Services Division. In<br />

addition, the recently completed Accreditation review, as well as<br />
