Board of Commissioners February 27, <strong>2001</strong><br />

Our review, included an in-depth presentation from the Building<br />

Authority, and input from staff and the community. The Building<br />

Authority and the Civic Center Task Force are to be commended for<br />

completing their study. The Report reflects the value of the<br />

public and private sectors working together to resolve community<br />

wide issues.<br />

Your <strong>County</strong> Services Committee recommends the following:<br />

1. The <strong>Saginaw</strong> <strong>County</strong> Board of Commissioners place before the<br />

electorate of <strong>Saginaw</strong> <strong>County</strong> the attached ballot language,<br />

subject to final review by <strong>County</strong> Civil Counsel.<br />

2. The Clerk be directed to place the ballot language before the<br />

electorate at a Special Election scheduled for Tuesday, May<br />

8, <strong>2001</strong>.<br />

3. The estimated cost of the Special Election, as indicated by<br />

the Clerk in the amount of $60,000, be paid with funds from<br />

the Election Budget and the General Fund Contingency Account.<br />

4. The firm of SMG be selected to operate the Center, contingent<br />

upon voter approval of the ballot question.<br />

5. The issue of whether to propose a continuance of the 1%<br />

increase in the 4% Hotel/Motel Tax beyond September 30, <strong>2001</strong><br />

be held at this time.<br />

6. The naming of the facility be held at this time.<br />

7. The proper <strong>County</strong> officials be authorized and directed to<br />

proceed with the foregoing recommendations; make the<br />

necessary budgetary adjustments; and sign the required<br />

documents on behalf of the <strong>County</strong>, subject to review by the<br />

Controller as to substance and Counsel as to legal form.<br />
