NOVEMBER <strong>2001</strong><br />

First day of the November Session of the Board of Commissioners of<br />

<strong>Saginaw</strong> <strong>County</strong>, Michigan, Tuesday, November 13, <strong>2001</strong>. The Board<br />

met pursuant to adjournment at 5:00 p.m.<br />

Honorable Michael P. O'Hare in the Chair.<br />

Deputy Clerk Jannis Corley took roll, quorum present as follows:<br />

PRESENT: Raymond F. Bartels, Thomas A. Basil, Robert D. Blaine,<br />

Jeanine A. Collison, Eddie F. Foxx, James M. Graham, Todd M. Hare,<br />

Kenneth B. Horn, Richard F. Mallette, Michael P. O'Hare, Carl E.<br />

Ruth, Connie D. Smith, Robert M. Woods Jr., Patrick A. Wurtzel -<br />

ABSENT: Robert L. Fish - 1<br />

TOTAL: - 15<br />

Vice Chair O'Hare announced Chairman Fish was not feeling well,<br />

and asked everyone to keep him in their prayers.<br />

Commissioner Graham opened the meeting with a prayer, followed by<br />

the Pledge of Allegiance to the Flag.<br />

Minutes of the preceding meeting were approved as proofread and<br />

corrected by the Clerk.<br />

AUDIENCES<br />

Vice Chair O'Hare requested the Clerk call on the individuals that<br />

requested audiences.<br />

Sheriff Charles Brown apprised the Board of the excellent<br />

inspection report the Jail received from the State.<br />

Commissioner Bartels read the following proclamation observing the<br />

80th anniversary of the National Association of Retired Federal<br />

Employees.<br />

PROCLAMATION<br />

WHEREAS, the National Association of Retired Federal Employees<br />

(NARFE), was founded on February 19, 1921, by fourteen federal<br />

employees with the goal to protect the earned retirement benefits<br />

of federal annuitants, their spouses, and survivors; and,<br />

WHEREAS, NARFE has worked tirelessly for eighty years to protect<br />

the earned benefits of retired and active federal employees; and,<br />

WHEREAS, NARFE has grown to include more than 400,000 members,<br />

with over 1,600 local chapters in all 50 states, the District of<br />

Columbia, Puerto Rico, Panama, the Philippines, and Guam; and,<br />

WHEREAS, The <strong>County</strong> of <strong>Saginaw</strong> is well represented by NARFE<br />

Chapter 376, with 174 members who embrace the material and social
