FROM: COMMITTEE ON APPROPRIATIONS -- 4.2 DECEMBER 11, <strong>2001</strong><br />

Your committee has considered communication no. 11-13-28 from<br />

Marvin D. Hare, <strong>County</strong> Treasurer sending the Annual Report on<br />

<strong>Saginaw</strong> <strong>County</strong> Retirees Health Care Plan and asking to amend the<br />

Retiree Health Care Fund Policy.<br />

Mr. Hare informed us that a change in the stock fund allows for<br />

more diversification in the <strong>County</strong>’s stock portfolio. The change<br />

in the bond investments would allow the <strong>County</strong> to buy individual<br />

bonds when interest rates are rising, bond mutual funds always<br />

lose value and this change would allow for more diversification in<br />

bond investments.<br />

Recommended changes to the policy are in bold and deletions are in<br />

strike out.<br />

6.5.1Sixty-five percent (65%) in equity securities, specifically,<br />

which include a broad market index Funds. and other<br />

stock mutual funds.<br />

6.5.2Thirty-five percent (35%) shall be invested in Bond Mutual<br />

Funds. bonds and bond mutual funds.<br />

It is the recommendation of your committee to approve changes to<br />

Policy No. 233 - Retiree Health Care Fund; further, that the Board<br />

Coordinator distribute a copy to all Elected Officials, Department<br />

Heads and Agencies of the <strong>County</strong> in accordance with <strong>County</strong> Policy.<br />

FROM: COMMITTEE ON APPROPRIATIONS -- 4.3 DECEMBER 11, <strong>2001</strong><br />

Your Labor Relations Subcommittee considered various referrals for<br />

factoring evaluation and/or classification. We herewith submit<br />

the following and direct the proper <strong>County</strong> officials to make the<br />

necessary budgetary adjustments.<br />

A.Courts & Public Safety Committee Report 12-1.2, re:<br />

reorganization of the Circuit Court Office (12-11-12)<br />

---Based on point factoring, we recommend: the position of<br />

Reporting Compliance Clerk be retitled Compliance Coordinator<br />

and placed in grade T11; the position of Jury Criminal<br />

Information Specialist be retitled to Jury Coordinator and<br />

placed in grade T11. Funds are available in the Court's<br />

budget to pay for same.<br />
