Holly A Zehnder. Holly graduated with her Bachelors in Child<br />

Development from Michigan State University. She completed an<br />

internship at Frankenmuth Mutual Insurance Company. She was a<br />

teacher's assistant at St. Thomas Aquinas Child Development<br />

Center. For the past year she has been an Infant teacher at Ferris<br />

State University.<br />

FROM: COMMITTEE ON HUMAN SERVICES -- 3.2 SEPTEMBER 18, <strong>2001</strong><br />

Your committee has considered communication no. 9-18-16 from John<br />

Niederhauser, Health Officer, <strong>Saginaw</strong> <strong>County</strong> Department of Public<br />

Health asking to accept an additional award of $65,900 for the<br />

Healthy Start Program. The grant will be used for a new data<br />

base, staff training and new computer equipment.<br />

The Board of Health approved the additional funding at their<br />

September 4, <strong>2001</strong> meeting. No local match is required.<br />

It is our recommendation that the <strong>Saginaw</strong> <strong>County</strong> Department of<br />

Public Health accept the $65,900 grant award for the Healthy Start<br />

Program; further, that the proper <strong>County</strong> Officials be authorized<br />

and directed to execute the necessary documents subject to review<br />

by the Controller as to substance and Counsel as to legal form,<br />

and to amend the budget accordingly.<br />

FROM: COMMITTEE ON HUMAN SERVICES -- 3.3 SEPTEMBER 18, <strong>2001</strong><br />

Your committee has considered communication no. 9-18-19 from John<br />

Niederhauser, Health Officer, <strong>Saginaw</strong> <strong>County</strong> Department of Public<br />

Health requesting several changes in staff for the grant funded<br />

Substance Abuse Program: deletion of a vacant position of<br />

Administrative Coordinator, allocation of a new position of<br />

Substance Abuse Planner / Supervisor, and the addition of one<br />

position of Prevention / Treatment Coordinator.<br />

The Substance Abuse Planner / Supervisor would assist the Director<br />

with substance abuse treatment and prevention activities<br />

throughout Bay and <strong>Saginaw</strong> Counties. The position would also help<br />

in the day-to-day supervisory operations in the Bay Area Substance<br />

Abuse Coordinating Agency and the Bay Area Substance Abuse<br />

Assessment and Referral Agency. The position requires referral to
