FROM: COMMITTEE ON APPROPRIATIONS -- 4.4 FEBRUARY 27, <strong>2001</strong><br />

Your Legislative Subcommittee considered communication no. 12-12-6<br />

from the Michigan Automobile Theft Prevention Authority (ATPA)<br />

regarding reductions in future grant funding.<br />

The State awarded <strong>Saginaw</strong> <strong>County</strong> a $19,200 grant, 75% of the total<br />

$25,6000. At the same time, the ATPA Board approved a policy<br />

change which will reduce the "hard match" to 25%, effective<br />

January 2002.<br />

To address the reductions, the Courts and Public Safety Committee<br />

did two things. It asked your Legislative Subcommittee to<br />

consider legislative amendments; and, it asked the Budget Audit<br />

Subcommittee to meet with Prosecutor Thomas about shortfalls in<br />

his budget.<br />

In reference to the legislation, there is currently a $1.00<br />

assessment fee for insurance which is paid by car owners to<br />

support the Auto Theft Teams in reducing theft. In Lansing, there<br />

is proposed legislation that would charge the $1.00 fee to<br />

motorcycle and commercial truck drivers, as well.<br />

We recommend supporting the proposed legislation and under the<br />

proper order of business the appropriate resolution will be<br />

submitted.<br />

(communication no. 2-27-7 from the <strong>County</strong> Controller). The process<br />

assists in focusing on major issues, providing direction, and<br />

gauging accomplishments.<br />

Your Executive Committee herewith submits the completed Issues and<br />

Prioritization List for <strong>2001</strong> and Status as of February 1, <strong>2001</strong>.<br />
