5.Retiree Health Care: Employee must meet age and service<br />

requirements of MERS to receive this benefit. Employees<br />

hired after October 1, <strong>2001</strong>, may not purchase health care<br />

insurance through <strong>Saginaw</strong> <strong>County</strong> for non-covered dependents.<br />

Employees who retire and are eligible for health insurance<br />

may choose offset instead of insurance.<br />

6.Pension: Pension Benefit unchanged for Corrections. Clerks to<br />

purchase B-4 benefit at 1% of gross salary. No change in<br />

Defined Contribution.<br />

Non-Economic Items:<br />

1.Work schedules changed from seven, 12-hour days with an<br />

accumulated compensatory day to six, 12-hour days and one, 8-<br />

hour day, which will reduce overtime costs.<br />

2.All new employees will begin their full time employment at step<br />

one and will proceed through the steps at intervals<br />

designated by the schedule.<br />

FROM: COMMITTEE ON APPROPRIATIONS -- 4.4 SEPTEMBER 18, <strong>2001</strong><br />

Your Labor Relations Subcommittee heard a presentation from the<br />

Controller's Administration regarding the creation of an<br />

additional health insurance plan option titled PPO3.<br />

The plan would provide benefit coverage comparable to the other<br />

existing benefit options while attempting to contain costs by<br />

requiring a number of deductibles and/or co-pays. It would not<br />

require any subscriber monthly pre-tax payroll deduction.<br />

We recommend that the proper <strong>County</strong> Officials be authorized and<br />

directed to offer Health Insurance Plan PPO3 to all <strong>County</strong><br />

employees effective December 1, <strong>2001</strong>.<br />
