the Labor Relations Subcommittee for factoring evaluation by Hay<br />

Management.<br />

The additional Prevention / Treatment Coordinator would handle<br />

duties associated with an expansion of state guidelines. It is an<br />

existing position and requires no factoring. Funding is available<br />

in the Substance Abuse portion of the Health Department budget.<br />

It is our recommendation that the request from the <strong>Saginaw</strong> <strong>County</strong><br />

Department of Public Health to delete a vacant position of<br />

Administrative Coordinator, to allocate a new position of<br />

Substance Abuse Planner / Supervisor, and to add a position of<br />

Prevention / Treatment Coordinator be approved; further, that the<br />

proper <strong>County</strong> Officials be authorized and directed to amend the<br />

budget accordingly and make the necessary changes to the personnel<br />

complement.<br />

FROM: COMMITTEE ON HUMAN SERVICES -- 3.4 SEPTEMBER 18, <strong>2001</strong><br />

Your committee has considered communication no. 9-18-20 from John<br />

Niederhauser, Health Officer, <strong>Saginaw</strong> <strong>County</strong> Department of Public<br />

Health asking to accept a $44,775 grant from the Michigan<br />

Department of Environmental Quality for the <strong>Saginaw</strong> Bay Watershed<br />

Surface Water Quality Monitoring Project to monitor the surface<br />

waters of the six rivers in <strong>Saginaw</strong> <strong>County</strong>.<br />

The two year grant for the period September 1, <strong>2001</strong> to September<br />

30, 2003 will fund a part-time FTE, sample analysis, Health<br />

Department Laboratory Services, and equipment needs for sample<br />

collections. An in-kind expenditure of $11,194.00 will be<br />

provided through the Environmental Health Services Division.<br />

It is the recommendation of your committee that the <strong>Saginaw</strong> <strong>County</strong><br />

Department of Public Health accept the grant award for the <strong>Saginaw</strong><br />

Bay Watershed Surface Water Quality Monitoring Project, outlined<br />

above and in accordance with <strong>County</strong> policy and procedure; further,<br />

that the proper <strong>County</strong> Officials be authorized and directed to<br />

sign the necessary documents subject to review by the Controller<br />

as to substance and Counsel as to legal form, and to amend the<br />

budget accordingly.<br />
