It is the recommendation of your committee that the <strong>Saginaw</strong> <strong>County</strong><br />

Department of Public Health be authorized to accept the allocation<br />

from the Michigan Department of Community Health for the programs<br />

listed above; further, that the proper <strong>County</strong> officials be<br />

authorized to execute the necessary documents on behalf of the<br />

<strong>County</strong> and amend the budget accordingly.<br />

FROM: COURTS & PUBLIC SAFETY COMMITTEE -- 3.1 APRIL 24, <strong>2001</strong><br />

Your committee has considered communication no. 4-24-6 from the<br />

<strong>Saginaw</strong> <strong>County</strong> Community Corrections Advisory Board asking to<br />

submit the FY <strong>2001</strong>/02 continuation grant applications to the State<br />

Office of Community Corrections. (Attached are the Executive<br />

Summary and Budget)<br />

Each program meets the objectives of the Office of Community<br />

Corrections to improve the utilization of jail space by offering<br />

reduced sentences for inmates who complete a program successfully.<br />

The grant application also includes new programming designed to<br />

decrease the prison commitment rate and for better jail<br />

utilization. The total amount requested is $1,367,500, which<br />

represents an increase of $342,305 over what was awarded for the<br />

current fiscal year. No <strong>County</strong> dollars are required. The<br />

Programs are as follows:<br />

1)Community Corrections Plans and Services Funds: Pretrial<br />

Services - $125,000; Jail Population Monitoring -<br />

$53,000; CCAB Administration - $83,800; Employment and<br />

Training - $7,000; Intensive Supervision - $67,000;<br />

Education Cognitive/Asses - $20,000; Mental Health -<br />

$70,000<br />

2) Probation Residential Services Funds: Tri-Cap -$941,700<br />

We recommend the Community Corrections Department be authorized to<br />

submit the grant applications in the amount of $1,367,500, as<br />

outlined above, subject to final review by the <strong>County</strong> Controller;<br />

further, that the proper <strong>County</strong> officials be authorized and<br />

directed to sign the necessary documents and amend the budget<br />

accordingly.<br />
