6.Pension: Pension Benefit unchanged except 25 years of service<br />

with no age qualification instead of 50/25 for the MERS<br />

program. No change in Defined Contribution.<br />

Non-Economic Items:<br />

1.Bereavement Leave unchanged - Did not negotiate “no fault”<br />

bereavement policy.<br />

2.Members must meet the MERS definition of “retirement” for<br />

retiree health care to be provided. (55/20 or 25-out).<br />

3.Settlement of a grievance allowing for factoring of a position<br />

by the factoring committee, once full ratification is<br />

achieved.<br />

FROM: COMMITTEE ON APPROPRIATIONS -- 4.2 NOVEMBER 13, <strong>2001</strong><br />

Your Labor Relations Subcommittee herewith submits the agreement<br />

between the <strong>County</strong> of <strong>Saginaw</strong>, <strong>Saginaw</strong> <strong>County</strong> 70 th District Court<br />

and the Governmental Employees Labor Council, representing<br />

District Court Probation Officers. The contract covers a four-year<br />

period, October 1, <strong>2001</strong> through September 30, 2005. Approval is<br />

subject to acceptance by the <strong>County</strong>. A summary of the main<br />

provisions is set forth below:<br />

Economic Benefits:<br />

1.Wages: 10/1/01: 3.0%; 10/1/02: 3.0%; 10/1/03: 3.0%; 10/1/04:<br />

3.0%.<br />

2.Longevity bonus: No increase in the current longevity bonus of<br />

$70 per year.<br />

3.PTO accrual: Accumulation of PTO reduced and capped at 1,100<br />

hours on 12/31/01; 900 hours on 12/31/02; 700 hours on<br />

12/31/03; and 600 hours on 12/31/04. PTO payable upon<br />

termination at 50% value of up to 600 hours, for a total of<br />

300 hours.<br />

4.Health Insurance changed to 10% for PPO-2 and 20% for PPO-1. If<br />

a PPO-3 Program becomes available, Union members may switch<br />

to that program. Health Insurance offset raised to $150.00<br />

from $75.00 per month.<br />

5.Retiree Health Care: Employee must meet age and service<br />

requirements of MERS to receive this benefit. Employees<br />

hired after October 1, <strong>2001</strong>, may not purchase health care<br />

insurance through <strong>Saginaw</strong> <strong>County</strong> for non-covered dependents.<br />

Employees who retire and are eligible for health insurance<br />

may choose offset instead of insurance.<br />
