2) Existing positions that have experienced a significant change<br />

in job responsibilities.<br />

Neither the Study nor the Policy included a process to use when<br />

determining whether a position factored by Hay Management and<br />

appealed by a department head should be resubmitted. (each<br />

position classification or appeal is charged at a rate of $300.)<br />

Your Labor Relations Subcommittee asked that staff develop some<br />

guidelines. These were presented in communication no. 3-27-5<br />

from Cathy J. Snyder, Administration Director.<br />

Based on our review, we recommend the following guidelines be<br />

adopted to assist your committee in determining when a position<br />

should be referred to Hay Management for a second review:<br />

1) Hierarchy: i.e., the position has been scored in a way that<br />

results in a supervisor making less than a subordinate, or<br />

other similar circumstances.<br />

2 Departmental equity: i.e., the position has been scored in a<br />

way that results in two co-workers, in the same department,<br />

with equivalent duties, responsibilities and qualifications,<br />

to be compensated unequally, or other similar circumstances.<br />

FROM: COMMITTEE ON APPROPRIATIONS -- 4.5 MARCH 27, <strong>2001</strong><br />

Your Labor Relations Subcommittee considered communication no. 11-<br />

14-17 (00) from the Judges of the 10th Circuit Court and 70th<br />

District Court requesting that MERS benefit program E-2 be added<br />

to their retirement benefits. Currently, all other full-time<br />

<strong>County</strong> elected officials are covered under the E-2 benefit program<br />

provision.<br />

We concur with the request and recommend that all Circuit and<br />

District Court Judges who did not convert from Defined Benefit<br />

Retirement to Defined Contribution Retirement be allowed the MERS<br />

benefit program E-2 the same as other full-time <strong>County</strong> elected<br />

officials with the cost to be paid for with funds from the Court<br />

Budgets. Upon Board approval the appropriate resolution will be<br />

submitted at the April Session.<br />
