By Commissioner Hare: That the Report of the Committee be received<br />

and the recommendations contained therein be adopted. Approved.<br />

FROM: COMMITTEE ON COUNTY SERVICES -- 2.5 FEBRUARY 27, <strong>2001</strong><br />

Your committee considered communication no. 2-27-9 from the <strong>County</strong><br />

of <strong>Saginaw</strong> Building Authority sending its Report and<br />

Recommendations regarding the Civic Center, as requested by the<br />

Board of Commissioners on August 15, 2000 in Report 2.9.<br />

Commissioners received a copy on February 1, <strong>2001</strong>.<br />

To summarize, in Report 8-15-2.9 the Board requested the Building<br />

Authority to address the following:<br />

- Contracting with a professional consulting firm to<br />

perform a feasibility study on the future of the Center;<br />

- Soliciting request for proposals from experienced,<br />

private, for-profit, customer-focused management firms<br />

to operate the Center; and,<br />

- Contracting with a professional engineering firm to<br />

perform a study which would examine and estimate costs<br />

associated with bringing the facility up to <strong>County</strong><br />

quality standards.<br />

The Report from the Building Authority, 2-27-9, recommends the<br />

Board endorse Option #3 to accomplish the following:<br />

- Closing the current <strong>Saginaw</strong> Civic Center previously<br />

operated and funded by the City, and creating a new<br />

<strong>County</strong> Events Center at the same location;<br />

- Providing a professionally-operated Center with a<br />

profit-driven, customer-focused, experienced management<br />

firm;<br />

- Providing a first class facility that all <strong>County</strong><br />

residents can call their own and of which they can be<br />

proud;<br />

- Providing for new, expanded, and higher quality events<br />

for the enjoyment of all <strong>County</strong> residents; and,<br />

- Enhancing the quality of life of <strong>County</strong> residents by<br />

providing them with a vibrant Events Center complete<br />

with arena and theater, much the same as other<br />

progressive, metropolitan communities in the United<br />

States.<br />

The proposed funding source for Option #3 renovations in the<br />

amount of $14,000,000 (attached) is a 0.4500 millage covering a<br />

ten year period; and continuation of the 5% Hotel/Motel Tax. (A<br />

1% increase in the 4% Hotel/Motel Tax was approved by the Board to<br />

keep the Civic Center operating during the transition period of<br />

January 1 - September 30, <strong>2001</strong>.)<br />
