Your committee has considered communication 6-26-21 from Suzanne<br />

Kelley, <strong>Saginaw</strong> <strong>County</strong> Brownfield Redevelopment Coordinator<br />

forwarding a request from Peerless Environment Services asking the<br />

<strong>County</strong> to apply to the Michigan Department of Environmental<br />

Quality for a revitalization loan in the amount of $208,955 for<br />

the blighted Con-Agr Elevator property located in Richland<br />

Township.<br />

We met with Ms. Kelley who informed us the loan would assist the<br />

developer (who wishes to remain anonymous at this time due to<br />

negotiations for purchase of the property) in covering the cost of<br />

the initial phase of cleaning up the property. Preliminary<br />

estimates indicate that the length of time for tax revenues to<br />

generate sufficient funds to pay back these loans is approximately<br />

8 years. The Brownfield Redevelopment Plan for the project would<br />

be submitted at the August Board session. (See attached for<br />

further details)<br />

We agree with the request. Under the proper order of business,<br />

the appropriate resolution will be submitted to accomplish same.<br />

REVITALIZATION LOAN<br />

400 S. & 451 S. Elm Street<br />

HEMLOCK MICHIGAN<br />

The developer is requesting a $208,955 Revitalization Loan from<br />

the Michigan Department of Environmental Quality (DEQ). The loan<br />

application, submitted by the <strong>County</strong> of <strong>Saginaw</strong> would provide<br />

assistance for the developer to do a Phase I Environmental Site<br />

Assessment (ESA), a Phase II ESA, Due Care Analysis and<br />

Investigation, a Baseline Environmental Assessment, evaluation and<br />

pre-demolition of the property, demolition, a Health and Safety<br />

Plan, and interim response activities (if needed).<br />

The developer proposes to demolish the existing buildings and<br />

construct an office/retail mixed use complex that may include a<br />

restaurant and residential units. This project could help draw<br />
