Board of Commissioners April 24, <strong>2001</strong><br />

WHEREAS, The guiding principles of community mental health care<br />

have always been comprehensiveness, cost-efficiency, effective<br />

management and high-quality and consumer-responsive services.<br />

These principles are now being adopted by private and public<br />

healthcare payors; and,<br />

WHEREAS, The National Mental Health Association, the National<br />

Council for Community Behavioral Healthcare and their national<br />

partners observe Mental Health Month every May to raise awareness<br />

and understanding of mental health diseases.<br />

NOW, THEREFORE, I Robert L. Fish, Chair of the <strong>Saginaw</strong> <strong>County</strong><br />

Board of Commissioners do hereby proclaim May <strong>2001</strong> as MENTAL<br />

HEALTH MONTH in the <strong>County</strong> of <strong>Saginaw</strong> and in doing so call upon<br />

all <strong>Saginaw</strong> <strong>County</strong> citizens, government agencies, public and<br />

private institutions, business and schools to recommit our<br />

community to increasing awareness and understanding mental<br />

illness, diagnosis and treatment, and the need for appropriate and<br />

accessible services for all people with mental illnesses.<br />

IN WITNESS WHEREOF, I have hereunto set my hand and caused the<br />

seal of the <strong>County</strong> of <strong>Saginaw</strong> to be affixed this 24th day of April<br />

in the year of Our Lord Two Thousand and One.<br />

LAUDATORY RESOLUTIONS<br />

Chair Fish announced the following resolutions were prepared for<br />

presentation:<br />

RESOLUTION OF ACKNOWLEDGEMENT<br />

THE RENEE L. ROOKARD SCHOLARSHIP<br />

WHEREAS, We gather today, April 21, <strong>2001</strong> at the <strong>Saginaw</strong> Civic<br />

Center for the Renee L. Rookard Scholarship Banquet; and,<br />

WHEREAS, Renee L. Rookard was born on May 20, 1948 in Cleveland,<br />

Ohio. She attended Cleveland Public Schools where she was<br />

enrolled in a program for academically talented students; and,<br />

WHEREAS, Renee earned a BA degree from Fisk University in 1970 and<br />

a MA degree from State University of New York in 1972. Her drive<br />

for continued improvement took her to the Institute for Teachers<br />

of Writing at the University of New Hampshire; and,<br />

WHEREAS, Until her death on April 8, 1990, Renee was employed by<br />

Delta College where she brought the community a verve for learning<br />

and sharing. She inspired students to achieve new heights in<br />

creativity and critical thinking; and,<br />

WHEREAS, In celebration of Renee Rookard's spirit and commitment,<br />

Renee's parents and the Delta College Black Faculty and Staff<br />

Association have established a major scholarship endowment in her<br />

name.<br />

NOW, THEREFORE, BE IT RESOLVED, That the <strong>Saginaw</strong> <strong>County</strong> Board of<br />

Commissioners recognizes the accomplishments, both public and<br />

private, of Ms. Renee L. Rookard with the dedication of this<br />

occasion in her honor.<br />
