Board of Commissioners September 18, <strong>2001</strong><br />

FROM: COMMITTEE ON APPROPRIATIONS -- 4.3 AUGUST 14, <strong>2001</strong><br />

Your Budget Audit Subcommittee received communication no. 8-14-14<br />

and 8-14-29 from Marc A. McGill, Controller/CAO transmitting Draft<br />

#1 and Draft #2 of the proposed <strong>2001</strong>/2002 Budget. Commissioners<br />

received a copy, as well as, a detailed packet of the Standing<br />

Committee Departmental budgets. Each committee unanimously<br />

approved their portion of the budget.<br />

In communication no. 8-15-34, Michelle McInerney, Financial<br />

Services Director submits Resolutions A, B, and C which are<br />

consistent with Draft #1 and Draft #2 of the Budget, as follows:<br />

1.Fiscal <strong>2001</strong>/2002 Budget Resolution A outlining the budget for<br />

the entire <strong>County</strong> and the General Fund. It includes the<br />

restrictions and required direction for the expenditure of<br />

<strong>County</strong> funds and the proposed <strong>County</strong> millage rates to be<br />

levied December 1, <strong>2001</strong>. Included in Resolution A is a<br />

revision the committee made to paragraph #11 on page 6 which<br />

puts in place a hiring freeze effective October 1, <strong>2001</strong>.<br />

2.Fiscal <strong>2001</strong>/2002 Salary Resolution B containing direction for<br />

the establishment of salaries, wages, and fees for <strong>County</strong><br />

employees, department heads and elected officials.<br />

3.Fiscal <strong>2001</strong>/2002 Capital Improvement Resolution C providing<br />

direction for the expenditure of public improvement funds for<br />

capital items.<br />

A public hearing will be held at this day's Session to allow<br />

comment. Notice was previously published in the <strong>Saginaw</strong> News and<br />

copies of this report with attached resolutions will be made<br />

available.<br />

It is the recommendation of your committee that the Fiscal<br />

<strong>2001</strong>/2002 Budget, Salary and Capital Improvement Resolutions be<br />

laid on the table for formal adoption at the September 18, <strong>2001</strong><br />

Board Session.<br />

RESOLUTION A SEPTEMBER 18, <strong>2001</strong><br />

WHEREAS, The <strong>Saginaw</strong> <strong>County</strong> Board of Commissioners ("Board")<br />

has examined the 1999/2000 annual financial report and budget<br />

requests for the <strong>2001</strong>/2002 Fiscal Year for the various<br />

departments, agencies, offices and activities ("Budgetary<br />

Centers"), which it by law or by policy must finance or assist in<br />

financing; and<br />

WHEREAS, The Board has taken into consideration the fact that<br />

there are certain required functions of county government or<br />

operations which must be budgeted at serviceable levels in order<br />

to provide statutory and Constitutionally required services and<br />

programs; and<br />

WHEREAS, The Uniform Budget and Accounting Act ("UBAA"), MCLA<br />

141.421, et seq., requires that the Board enact a General<br />
