FROM: COMMITTEE ON APPROPRIATIONS -- 4.1 MAY 22, <strong>2001</strong><br />

At the request of your Labor Relations Subcommittee, Larry H.<br />

Polk, Personnel/Labor Relations Director, prepared a proposal to<br />

provide equal opportunity and diversity training for <strong>County</strong><br />

management and key support staff. He presented this in<br />

communication no. 5-22-25.<br />

The training would consist of local current information, and basic<br />

methodologies and solution techniques. It will be composed of an<br />

information session, including a homework project, and a second<br />

session of follow up feedback and reinforcement techniques. The<br />

classes would be scheduled in late August or early September.<br />

After researching several training programs, the Bridge Center for<br />

Racial Harmony was contacted. They offered to provide the<br />

training at an approximate cost of $6,500 for up to 150 employees,<br />

a reduced rate with the <strong>County</strong>'s early commitment.<br />

The Bridge Center, a local organization, is familiar with the<br />

perceptions of how the public, across the diverse cultural divide<br />

of <strong>Saginaw</strong> <strong>County</strong>, view each other and the people that provide<br />

government services to them.<br />

We recommend that EEO/Diversity training be provided to <strong>County</strong><br />

management and key support staff through the Bridge Center for<br />

Racial Harmony in an amount up to $6,500 with available funds in<br />

the Controller's budget; further, that the proper <strong>County</strong> officials<br />

be authorized to make the necessary arrangements for the training<br />

classes and to amend the budget accordingly to pay for same.<br />

In accordance with State Statute and <strong>County</strong> Policy, your Budget<br />

Audit Subcommittee at its May 10 meeting reviewed the claims for<br />

presentation to the Board of Commissioners. (3-27-13, 3-27-21, 4-<br />

24-4, 4-24-22, 5-22-19))<br />

Accordingly, we recommend the attached voucher payment<br />

transmittals be approved, as submitted and compiled by the<br />

Accounting Division of the Controller's Office, for the period<br />

February 27 through May 7, <strong>2001</strong>.<br />
