First day of the December Session of the Board of Commissioners of<br />

<strong>Saginaw</strong> <strong>County</strong>, Michigan, Tuesday, December 11, <strong>2001</strong>. The Board<br />

met pursuant to adjournment at 5:00 p.m.<br />

Honorable Robert L. Fish in the Chair.<br />

Deputy Clerk Kaye Volz Schultz took roll, quorum present as<br />

follows:<br />

PRESENT: Raymond F. Bartels, Thomas A. Basil, Robert D. Blaine,<br />

Jeanine A. Collison, Robert L. Fish, Eddie F. Foxx, James M.<br />

Graham, Todd M. Hare, Kenneth B. Horn, Richard F. Mallette,<br />

Michael P. O'Hare, Carl E. Ruth, Connie D. Smith, Robert M. Woods<br />

Jr., Patrick A. Wurtzel - 15<br />

Commissioner Basil opened the meeting with the prayer printed<br />

below. It was followed by the Pledge of Allegiance to the Flag.<br />

"During this holy season, let us remember our very lives are a<br />

gift from God. He has bestowed this gift upon us so that we<br />

may accomplish great things in His name. He expects us to<br />

help heal the divisions between and among all people because<br />

He dwells with all of us, family, friends, neighbors, and<br />

even our enemies. Let's make sure we do not disappoint Him.<br />

Amen."<br />

Minutes of the preceding meeting were approved as proofread and<br />

corrected by the Clerk.<br />

At 5:04 p.m., Chairman Fish opened the Public Hearing on the<br />

Petition for annexation of a one-half acre parcel of land from<br />

Blumfield Township to the Village of Reese.<br />

Ronald Avery, owner of the property in question informed the Board<br />

he petitioned the Village of Reese and the Township of<br />

Blumfield to allow his property to be annexed to the Village<br />

for the purpose of receiving septic system service. The<br />

Village approved the petition. Blumfield Township denied the<br />

petition. Mr. Avery said he regularly has raw sewage back-up<br />

into his basement. He said he believes it would be a better<br />

to connect to an existing sewer system than to put a septic<br />

system in an area that is known to have drainage problems. He<br />

indicated the property is approximately 50 feet from the<br />

Village of Reese sewer line.<br />

Ralph Frahm, Blumfield Township Clerk, said that the request was<br />

denied even though there was no tax revenue problem. He added<br />

the Township doesn't believe in spot annexation, and<br />

recommended the Village sell the service.
