FROM: COMMITTEE ON APPROPRIATIONS -- 4.2 SEPTEMBER 18, <strong>2001</strong><br />

Your Labor Relations Subcommittee considered various referrals for<br />

factoring evaluation and/or classification. We herewith submit<br />

the following and direct the proper <strong>County</strong> officials to make the<br />

necessary budgetary adjustments.<br />

A.Human Services Committee Report 9-18-3.6, re: reorganization of<br />

the Commission on Aging Kitchen Staff (9-18-14)<br />

---Based on point factoring, we recommend the position of Cook be<br />

placed in grade T08, the position of Food Service Coordinator<br />

in grade P04, and the position of Mobile Meals Coordinator be<br />

changed to Home Delivered Meals Technician and placed in<br />

grade T07. The COA budget will fund any additional cost.<br />

FROM: COMMITTEE ON APPROPRIATIONS -- 4.3 SEPTEMBER 18, <strong>2001</strong><br />

Your Labor Relations Subcommittee herewith submits the agreement<br />

between the <strong>County</strong> of <strong>Saginaw</strong>, <strong>Saginaw</strong> <strong>County</strong> Sheriff and the<br />

Police Officers Association of Michigan, Unit I, Non-312,<br />

representing Sheriff’s Department Corrections and Clerical staff.<br />

The contract covers a four year period, October 1, <strong>2001</strong> through<br />

September 30, 2005. Approval is subject to ratification by the<br />

union and acceptance by the <strong>County</strong>. A summary of the main<br />

provisions is set forth below:<br />

Economic Benefits:<br />

1.Wages: 10/1/01: 3.0%; 10/1/02: 3.0%; 10/1/03: 3.0%; 10/1/04:<br />

3.0%. In addition, a five-year step will be added to the<br />

Corrections salary schedule, effective 10/1/02 in order to<br />

approach comparability with the traditional eight comparable<br />

counties. Five-year step to be $1,850 higher than current<br />

top four-year step. In addition, the Clerical staff salary<br />

schedule will be redesigned to mimic the schedule used for<br />

Courthouse clerical employees. This will result in one step<br />

added to the current top step, and the starting steps to be<br />

significantly lower than the current starting steps.<br />

2.Longevity bonus: No increase in the current longevity bonus of<br />

$70 per year.<br />

3.PTO accrual: Accumulation of PTO unchanged and capped at 1,100<br />

hours. PTO payable upon termination at 50% value of up to 700<br />

hours, for a total of 350 hours.<br />

4.Health Insurance: Changed to 10% for PPO-2 and 20% for PPO-1.<br />

If a PPO-3 Program becomes available, Union members may<br />

switch to that program. Health Insurance offset raised to<br />

$150.00 from $75.00 per month.<br />
