FROM: COMMITTEE ON APPROPRIATIONS -- 4.3 MAY 22, <strong>2001</strong><br />

Your Legislative Subcommittee received a request from the <strong>County</strong><br />

Services Committee asking us to review Senate Bill No. 63 which<br />

proposes to increase statutory fees in the Register of Deeds<br />

Office. The information was relayed to the Board in communication<br />

no. 3-27-16 from Marc A. McGill, Controller/CAO along with his<br />

recommendation to support the Bill.<br />

The fee increases require the establishment of a technology fund<br />

for the Register of Deeds. Budgetary control would remain with<br />

the Board of Commissioners through the Appropriations Act.<br />

We believe the additional funds coming into the <strong>County</strong> would more<br />

accurately reflect cost and provide for the technology as needed<br />

to continue to serve the public.<br />

We, therefore, recommend that <strong>Saginaw</strong> <strong>County</strong> support Senate Bill<br />

No. 63. Under the proper order of business the appropriate<br />

resolution will be submitted.<br />

FROM: COMMITTEE ON APPROPRIATIONS -- 4.4 MAY 22, <strong>2001</strong><br />

Your Legislative Subcommittee has reviewed a number of Local Acts<br />

with <strong>County</strong> Attorney Peter C. Jensen, <strong>County</strong> Controller Marc A.<br />

McGill, <strong>County</strong> Lobbyist, and our State Legislators. Local Acts are<br />

approved by the State Legislature for a specific local<br />

municipality.<br />

As a result of our study, we determined it would be prudent to<br />

repeal a number of Local Acts which affect <strong>Saginaw</strong> <strong>County</strong>. The<br />

Acts are outlined, as follows:<br />

A.Local Act 653 of 1905 established the method and term for<br />

electing a <strong>County</strong> Board Chair. Recent State Legislative Acts<br />

have changed the term for Chairman for all counties in the<br />

State, except for <strong>Saginaw</strong> <strong>County</strong> because of the 1905 Act. Its<br />

repeal will enable <strong>Saginaw</strong> <strong>County</strong> to operate in alignment<br />

with the other 82 counties in the State.<br />

B.Local Act 540 of 1903, Local Act 10 of 1919, and Local Act 4 of<br />

1921 affect the manner in which the <strong>County</strong> conforms to budget<br />

and accounting controls. All three Local Acts were<br />

implemented prior to Public Act 621 of 1968, and Public Act<br />

621 of 1978, The Uniform Budgeting and Accounting Act. Their<br />

repeal will enable the <strong>County</strong> to operate efficiently, and<br />

effectively in the same manner as the other approximately<br />

2,500 local municipalities within the State of Michigan.<br />

We recommend that <strong>County</strong> staff work with our State Legislators to<br />

achieve the repeal of these Local Acts.<br />
