FROM: COMMITTEE ON COUNTY SERVICES -- 1.3 NOVEMBER 13, <strong>2001</strong><br />

Your committee has considered communication 11-13-21 from Marc A.<br />

McGill, <strong>Saginaw</strong> <strong>County</strong> Controller recommending the Board adopt the<br />

appropriate resolution approving the Contract of Lease, Ground<br />

Lease, Notice of Intent, and take other associated actions that<br />

are necessary to secure the Bond issue for purposes of renovating<br />

the <strong>Saginaw</strong> <strong>County</strong> Event Center.<br />

We met with Mr. McGill who informed us that the <strong>Saginaw</strong> <strong>County</strong><br />

Building Authority has been working towards the goal of equipping,<br />

renovating, and improving the site of the newly acquired <strong>Saginaw</strong><br />

<strong>County</strong> Event Center for some time. As such, it is now prepared to<br />

proceed with the issuance of $14,300,000 in bond proceeds to<br />

accomplish said goal.<br />

The Contract of Lease, Ground Lease, Notice of Intent were<br />

prepared by the Building Authority's Bond Counsel, Dickinson<br />

Wright, PLLC. All financial information has been provided to and<br />

reviewed by the Building Authority's Financial Consultant, First<br />

of Michigan. The Bond register, transfer, and paying agent on this<br />

proposed issue will be Standard Federal Bank. (Because of the<br />

large size, the Contract of Lease, Ground Lease, and Notice of<br />

Intent are not attached, but are available in the Board Office for<br />

review)<br />

We agree with the request. Under the proper order of business, the<br />

appropriate resolution will be submitted to accomplish same.<br />

FROM: COMMITTEE ON COUNTY SERVICES -- 1.4 NOVEMBER 13, <strong>2001</strong><br />

At the December 2000 session, the Board authorized the Parks<br />

Commission to submit a grant application to the Michigan<br />

Department of Transportation (MDOT) in the amount of $292,600 for<br />

2002 enhancement grant funds to construct a 141' bridge over the<br />

Swan Creek, and approximately 1/2 mile of bituminous surface as<br />

part of the <strong>Saginaw</strong> Valley Rail Trail project.<br />

We met with John Schmude, Parks Director who informed us that the<br />

Parks Commission has been notified by MDOT that they have been<br />

awarded the MDOT grant, and asking to accept the funds (comm. 11-<br />

13-12). The Award Summary is attached.<br />

It is the recommendation of your committee that the grant be<br />

accepted as requested by the Parks Commission. We further<br />

recommend the proper <strong>County</strong> officials be authorized and directed<br />

to sign the necessary documents on behalf of the <strong>County</strong>, subject<br />
