Board of Commissioners May 22, <strong>2001</strong><br />

meeting attendance and other such costs such as travel in<br />

accordance with rates established by the <strong>Saginaw</strong> <strong>County</strong> Board<br />

of Commissioners. Funding for compensation will be budgeted<br />

within the Airport Operations Fund.<br />

SECTION 8. AIRPORT OPERATIONS<br />

An Airport Manager may be employed at the discretion and by<br />

approval of the <strong>Saginaw</strong> <strong>County</strong> Board of Commissioners. The<br />

Airport Committee shall make recommendations to the <strong>Saginaw</strong><br />

<strong>County</strong> Board of Commissioners concerning the employment or<br />

removal of an Airport Manager. THE MANAGEMENT AND OPERATIONS<br />

OF THE AIRPORT<br />

The Airport Manager shall operate under the supervision of the<br />

<strong>County</strong> Controller/CAO OR HIS DESIGNEE. The <strong>County</strong><br />

Controller/CAO shall supervise the Airport Manager STAFF WHO<br />

in all respects up to and including disciplinary action, but<br />

shall not remove the Airport Manager without Board of<br />

Commissioner approval. The Airport Manager shall manage the<br />

daily operations of the Airport. The Manager shall be<br />

generally responsible for the following: CONSISTENT WITH<br />

APPLICABLE RULES AND REGULATIONS AND COUNTY POLICY.<br />

Essential Duties and Responsibilities:<br />

1.Attend all regular and special meeting of the Airport<br />

Committee. Report at all meetings of the Airport<br />

Committee on operations and projects concerning the<br />

Airport business. Serve as recording secretary for the<br />

Airport Committee. Prepare and post the agenda and<br />

notice of all Board and committee meetings.<br />

2.Preforms all accounting functions of the Airport operations<br />

including, billing, inventory, receipts and other<br />

transactions.<br />

3.Directs, assigns, schedules and supervises staff.<br />

4.Prepare and submit for final approval an annual budget in a<br />

time frame established by the <strong>County</strong> Controller/CAO as<br />

approved by the Board of Commissioners.<br />

5.Maintains Airport Master Plan by working with Aeronautics<br />

officials, the Airport Committee and Consultants. Work<br />

to secure funding through grants and loans to facilitate<br />

development and equipment of the airport.<br />

6.Acts on behalf of the <strong>County</strong> at meetings with Michigan<br />

Aeronautics, FAA and other <strong>County</strong> Officials. On-call 7<br />

days a week, 24 hours per day to deal with emergencies<br />

as they may develop at the Airport.<br />

7.Serves as Certified Weather observer and attends meetings,<br />

workshops, and training to keep current in requirements<br />

of position.<br />

and level of work being performed by the Airport Manager. They<br />

are not intended to be construed as an exhaustive list of all<br />

duties and responsibilities required of the Airport Manager.<br />
