To increase itsattractiveness, the program was called “21 st Century Silk Road” referringto the historical Silk Road (New Silk Road ) in 1996.The main aim of Traceca Project is to constitute transportationcorridors beginning from Europe alongside of the Black Sea, Caucasia,the Caspian Sea and Central Asia by using EU funds and taking technicalaid under the leadership of European Union. Within this scope;preferential aims have been determined as providing project's membercountries access to European and global markets, strengthening ofindependencies and economical standarts, constitution of connections ofTraceca corridors with Trans-Europe Line (TEN), support for regionalcooperations, increasing of financial establishments' interest to membercountries with the project and attracting investment of foreign capital.TRACECA is in a scope of being able to meet countries' specialneeds, and it has been designed to solve central problems at regionaltransportation system. With its being versatile, it contains results andrecommendations of other important attempts, experiences and projects.Main aims of the project are to strengthen and modernize institutionalsegmentations of transportation; to provide integration and combination,to provide load transportation chains, to help in finding reliable funds atair transportation, to develop safe and sustainable transportation methods.To regenerate the Historical Silk Road with the purpose of thedevelopment of economical coooperation, trade and transportation linksin Europe, the Black Sea, Caucasia, the Caspian Sea and Asia, Armenia,Azerbaijan, Bulgaria, Georgia, Kazakhstan, Kirghizstan, Moldova,Romania, Tajikistan, Turkey, Ukraine and Uzbekistan governmentrepresentatives signed Multilateral Basic Treaty in Baku on 8 thSeptember,1998.
