MECHANISMS OF MONEY LAUNDERY IN ROMANIAProf. PhD Elena Condrea“Ovidius” University of Constanta, RomaniaAbstractOne can say that the investigation of the phenomenon of "black/dirtymoney laundering" is relatively recent; it has grown more as a result of itsinternationalization and its development of a strong relationship with thefinancing of terrorism. Reality confirms that in order to create a system formoney laundering blacks are recruited the best professionals in accounting,banking and the taxing and law fields.The mechanisms presented in this paper are, in fact, suspicioustransactions, purely indicative; they represent a centralization of thephenomenon's research in "sensitive" fields, but also of the practical experienceas follows: black/dirty money laundering mechanisms in the field of financialinstitutions and respectively non-banking institutions; money launderingmechanisms through casinos, game rooms or bookmakers, methods of moneylaundering through real estate and stock purchases; mechanisms of moneylaundering through non-profit organizations and respectively offshorecompanies etc..Keywords: black money launderingIntroductionAccording to the U.S. customs service, money laundering is "theprocess by which income from illegal activity is transported, transferred,converted, exchanged or combined with legitimate funds to hide its truenature, source, disposition and transfer of ownership".Interpol, at the General Assembly in 1995, defined this phenomenonas "any action or attempt to conceal the identity of illegally obtainedincome so that they appear to come from legitimate sources."In post-revolution Romania, when this phenomenon began to grow,launderers developed schemes and money laundering networks, whichhave continuously adapted to economic realities, trying to exploit themodern computer technology, and to avoid regulatory gaps possible areas280
