Investment projects for the further missing sections inAlbania and Bulgaria are also in the pipeline.Developing closer political and economic links between Bulgariaand Macedonia requires a sound underpinning through good physicalinter-connections across the neighbourhood.Revitalising the railways network system in EuropeRail is a really mix of contrast: of ancient and modern. On the onehand, there are high performance high-speed rail networks serving theirpassengers from modern stations; on the other, antediluvian freightservices and decrepit suburban lines at saturation point, with commutersjammed into crowded trains which are always late and eventually releasetheir floods of passengers into sometimes dilapidated and unsafe stations.The fact is that, almost two centuries after the first train ran, therailways are still a means of transport with major potential, and it isrenewal of the railways which is the key to achieving modal rebalance.This will require ambitious measures which do not depend on Europeanregulations alone but must be driven by the stakeholders in the sector.The rail liberalization process in the EU was formally initiated by aseries of directives issued in 1991 and 1995. Since that time, the EU hasprogressively built a large body of legislation that focuses on:1. The gradual opening of the rail market by regulating access tothe infrastructure and interoperability of the European rail network;2. Separation of infrastructure from transport operations; and3. Common approach on rail safety.
