In 1996, the EU White Paper on the rail sector highlighted the needfor more pronounced reform to give the rail sector a chance of success inthe European internal market—particularly vis-à-vis the road sector. Thefirst railway package presented by the Commission in 1998 focused onthe shortcomings of Directive 91/440/EEC and was comprised of threeDirectives. Implementation of the directives creates an institutionalframework allowing any rail undertaking that has been licensed inaccordance with EU criteria to have access to rail infrastructure on fair,non-discriminatory terms to offer pan-European services, starting withinternational freight services on the trans-European rail freight network.Poor transport infrastructure constitutes one of the major problemsin the border regions and an important barrier for their spatial integrationand development. In response to that, the European transport policycontribution to the implementation of the trans-European transportnetwork should be concentrated on the cross-border sections and onbottlenecks (EC 2007, 5). Planning this Community network hasessentially meant adding together significant parts of national networksfor the different modes and connecting them at national borders (EC2009, 5). In that respect, cross-border mobility and interaction could playa vital role in European trans-border planning of transport infrastructure.On the other hand, the latest territorial cohesion agenda of the EU(EC 2008) points out that transport policy has obvious implications forterritorial cohesion through its effect on the location of economic activityand the pattern of settlements. It plays a particularly important role inimproving connections to and within less developed regions. Theterritorial agenda of the EU also acknowledges the crucial importance ofcross-border mobility and cooperation that underlines the need ofsynergies in regional development and spatial planning issues. This isquite evident through the long run of the INTERREG programme and thecurrent transnational cooperation programmes that are funded by theEuropean Regional Development Fund (ERDF) under the EuropeanTerritorial Cooperation Objective of Cohesion Policy for the period2007-13. Europe must bring about a real change in the CommonTransport Policy. The time has come to set new objectives for it:restoring the balance between modes of transport and developing336
