these lines, however, one of the most prominent analysts of the Europeansocial models, A Sapir, proves that “when thinking about such reformsthe notion of a single ‘European social model’ is largely irrelevant” andinstead, distinguishes four different European social models. The basisfor this classification is “their performance in terms of efficiency andequity”. 74 A. Sapir divided the EU-15 countries into four groups basedon their efficiency and equity: the Mediterranean model (low equity andlow efficiency); the Continental model (high equity and low efficiency);the Anglo-Saxon model (low equity and high efficiency); and the Nordicmodel (high equity and high efficiency). It is remarkable, that Spair’s classification almost reproduces the typologyof models, proposed by the influential Austrian economist K.Aiginger, though the latter sets his approach on different criteria.Aiginger defines the European social model in terms of responsibility, regulation and redistribution and distinguishes the Scandinavian model, the Continental model (also known as corporatist model, and sometimesas the “Rhineland model”), the Anglo-Saxon (or the “liberal” model), theMediterranean model and the “catching-up” model (of the new membercountries).75 K. Aiginger himself gives his respects to the seminal workof the Danish sociologist G. Esping-Andersen, “Three Worlds of WelfareCapitalism” and his classification of welfare models into: Liberal (encompassingAnglo-Saxon countries), Conservative (or Corporatist-Statist, including continental and Mediterranean countries, the latter classifiedin a fourth model later) and Social Democratic (encompassing7475within the framework of the Labour Party Conference Bournemouth, UK, 29September 2003 , p. 4Sapir A.
