24.0 OTHER RELEVANT DATA ANDINFORMATION24.1 PROJECT EXECUTION PLAN24.1.1 INTRODUCTIONThis project execution plan describes how the Project will advance towards EPCM <strong>and</strong>environmental activities.24.1.2 HEALTH, SAFETY, ENVIRONMENTAL AND SECURITYHealth, safety, <strong>and</strong> environmental (HSE) programs <strong>and</strong> initiatives will be essential to theProject’s success. A fully-integrated HSE program will be implemented to help achieve a“zero-harm” goal. To achieve this goal, all key project stakeholders will be responsible forproviding leadership <strong>and</strong> committing to the highest HSE st<strong>and</strong>ards <strong>and</strong> values.The development of HSE practices will require a high level of communication, motivation,<strong>and</strong> involvement including alignment with site contractors on topics such as safetytraining, occupational health <strong>and</strong> hygiene, hazard <strong>and</strong> risk awareness, safe systems ofwork, <strong>and</strong> job safety analysis. Tools will be implemented for performance tracking <strong>and</strong>accountability, including procedures for incident management. The Project team willincorporate HSE as key criteria in the design, constructability, <strong>and</strong> operability of eachfacility <strong>and</strong> major area.To meet established capture <strong>and</strong> containment guidelines, all design <strong>and</strong> engineeringstages incorporate criteria for the responsible management of process flows, effluent,<strong>and</strong> waste products. The design also incorporates basic clean plant design st<strong>and</strong>ards,including operational safety <strong>and</strong> maintenance access requirements. The Project designteam will conduct a hazard <strong>and</strong> operability analysis (HAZOP) for each area of the plantduring the detailed design stage, <strong>and</strong> will strive to eliminate any identified hazards. Thissystematic team approach will identify hazards associated with operability that requireattention in order to eliminate undesirable consequences. Environmental protection willbe incorporated in the design of the main processes of the plant as well as in thetransportation, storage, <strong>and</strong> disposal of materials within <strong>and</strong> outside of the boundaries ofthe plant.24.1.3 EXECUTION STRATEGYThe project management organization chart is illustrated in Figure 24.1.
