The various completed systems will be transferred to the Owner’s operations team, oncethe CMT has determined that these systems are free of deficiencies that would preventsafe operation. The Owner’s team will consist of plant operators <strong>and</strong> maintenance staffwho will enlist the help of vendors, contractors, <strong>and</strong> construction management personnelas needed to “dry-run” <strong>and</strong> then “wet–run” the systems until they are accepted by theOwner’s operations management. The transfer of systems will be formally documented<strong>and</strong> will include all mechanical/electrical testing documents <strong>and</strong> vendors’ information.24.1.14 CONSTRUCTION METHODSMINE DEVELOPMENTMine development methods are discussed in Sections 16.3 <strong>and</strong> 16.4.CONSTRUCTION MANAGEMENT KEY OBJECTIVESThe key objectives for construction management are described as follows:• Conduct HSE policy training <strong>and</strong> enforcement for all site <strong>and</strong> contractor staff.Site hazard management tools <strong>and</strong> programs will be employed to achieve the noharm/zero accident objective.• Implement the contracting <strong>and</strong> construction infrastructure strategies to supportthe project execution plan.• Develop <strong>and</strong> implement a construction-sensitive <strong>and</strong> cost-effective masterproject schedule.• Establish a project cost control system to ensure effective cost reporting,monitoring, <strong>and</strong> forecasting as well as schedule reporting <strong>and</strong> control. TheEPCM contractor will be responsible for evaluating costs on an ongoing basis,<strong>and</strong> will provide comparisons of budgeted <strong>and</strong> actual project trending for thecost report on a monthly basis.• Establish a field contract administration system to effectively manage, control,<strong>and</strong> coordinate the work performed by the contractors.• Manage the catering contractor (by contract) to ensure that services meet theexpected quality st<strong>and</strong>ards for the facilities, staff qualifications, hygiene, foodh<strong>and</strong>ling, storage, <strong>and</strong> provision of meals.• Apply an effective field constructability program as a continuation of theconstructability reviews performed in the design office.• Organize bulk materials purchases, assemble contract tendering documents,establish qualified bid lists, tender the work, analyze <strong>and</strong> makerecommendations to the Owner for the most suitably qualified contractors, <strong>and</strong>prepare the executed contracts for issue.• Receive, inspect, <strong>and</strong> log all incoming materials, assign storage locations, <strong>and</strong>maintain a database of the status of all materials received <strong>and</strong> dispensed to thecontractors.
