Once the Project has been approved to proceed, the following basic project tasks mustbe completed as early as possible in order to guarantee planning certainty <strong>and</strong> maintaina proper monitoring program for all long-lead items <strong>and</strong> engineering deliverables:• Continue basic engineering to support permitting <strong>and</strong> Stage l activities.• Select the general EPCM contractor, the mine design firm, <strong>and</strong> the miningcontractor.• Establish project procedures <strong>and</strong> st<strong>and</strong>ard forms.• Establish the cost reporting system based on the approved capital costestimate.• Prepare procurement <strong>and</strong> contract documents to support Stage l activities.• Order long delivery <strong>and</strong> early engineering information for capital equipment.• Confirm that the Schedule coincides with the Project’s actual start date.24.1.4 ENGINEERINGThe engineering groups will establish a list of drawings <strong>and</strong> specifications for both capitalequipment <strong>and</strong> construction. These represent the “engineering deliverables” that areneeded to construct the facilities, order the capital equipment <strong>and</strong> bulk materials, <strong>and</strong>control <strong>and</strong> commission the new plant.The engineering groups will be responsible for identifying <strong>and</strong> scheduling theirdeliverables in accordance with the Schedule. Engineering progress will be based onbudgeted versus actual man-hours, combined with the knowledge-based experience ofthe design team leaders.24.1.5 PROCUREMENT AND CONTRACTSPURCHASING AND EXPEDITING STRATEGYThe st<strong>and</strong>ards for purchasing will be determined during the initial stages of projectestablishment. The EPCM <strong>and</strong> Mining contractors will prepare the purchase requisitionon behalf of the Owner, <strong>and</strong> the equipment will be purchased through the Owners’purchase order administered by the EPCM purchasing groupThe EPCM purchasing group will provide capital equipment procurement, vendor drawingexpediting <strong>and</strong>, when required, equipment inspection. The procurement department willpackage the technical <strong>and</strong> commercial documentation, <strong>and</strong> will manage the bidding cyclefor equipment <strong>and</strong> materials to be supplied to the contractors by the Owner. St<strong>and</strong>ardprocurement terms <strong>and</strong> conditions that have been approved for the Project will beutilized for all equipment <strong>and</strong> materials purchase orders.
