ADDENDUM<br />

Finally, 1 should like to submit the following<br />

recommendation to the leading officials of the<br />

WHO: It is beyond doubt that not even for uswho<br />

had at our disposal a well established network<br />

of health services, virological laboratories<br />

staffed with competent workers able to prepare<br />

with all precautions a vaccine of such a degree<br />

of safety, as rendered possible by all available<br />

methods-was it an easy matter to decide on the<br />

mass administration of such large amounts of a<br />

live virus preparation to the entire population.<br />

I think that it is not a problem of one country,<br />

but a world-wide problem what sort of new<br />

agents are administered to the population. I<br />

recommend therefore the following concrete provisions:<br />

1. That the WHO should establish a world<br />

reference laboratory, responsible for the selection<br />

and provision of tested virus strains, suitable<br />

for the production of vaccine; and<br />

2. That the WHO should, in collaboration<br />

with governments of Member Countries, appoint<br />

a certain small number of laboratories entitled<br />

to prepare controlled live vaccine for certain<br />

areas of the world.<br />

Only then will it be possible to preventively<br />

avoid possible damage and utilize fully the<br />

advantages of the new prophylactic preparation<br />

against the development of poliomyelitis epidemics.<br />
