Prevention and control of animal diseases worldwide<br />

Part I: Economic analysis: prevention versus outbreak costs<br />

After the first confirmed outbreak, immediate support was provided by international organisations and<br />

programs are currently in place to strengthen AI surveillance and <strong>report</strong>ing systems (A236b). Through a<br />

FAO/German Trust Fund project, Germany allocated US$ 141,000, for a 6-month project which ended in<br />

May 2006, to provide emergency assistance to control Avian Influenza in Romania (A 42), while in<br />

November 2006 the EU allocated 105,000 Euro to improve the surveillance for avian influenza in the<br />

country 134 .<br />

In August 2006 the World Bank approved a loan to Romania over the 11/2006-8/2009 period in the<br />

amount of Euro 29.6 million (US$ 37.7 million) under the GPAI programme to support a national<br />

program to increase Romania’s avian and human influenza preparedness. The project allocated Euro 14.3<br />

million (39%) for Animal Health, Euro 19.80 million (54%) for Human Health; Euro 1.641 million (4%)<br />

for Public Awareness and Communications and Euro 1.824 million (5%) for support, monitoring and<br />

evaluation (A93a). The Animal health component includes 4 components whose budget details are<br />

provided in Table 20.<br />

Some 57% of the Animal Heath budget has been allocated to support the improvement of diagnostic<br />

capacity. Romania's laboratory capacity has been substantially improved over the past years and is<br />

equipped to diagnose all notifiable diseases, including HPAI, at the national reference laboratory (NRL)<br />

located at the Institute for Diagnosis and Animal Health (IDAH), but on the other hand the IDAH<br />

laboratory is the only BSL-3 facility on the animal health side. (A93a)<br />

The National Reference Laboratory (NRL) has been in charge since the beginning of the outbreaks to<br />

confirm through virus isolation the presence of HPAI. It has also been involved in the training of staff<br />

especially for the setting up of Polymerase Chain Reaction (PCR) diagnostic units in the county<br />

laboratories that have been provided with such technology. Three teams (virology, molecular biology and<br />

animal health & traceability) were set up to respond to the emergency and the number of people involved<br />
