Part I: Economic analysis: prevention versus outbreak costs<br />

The ALIVE needs assessment for Africa prepared a detailed breakdown of the various costs involved,<br />

including for the animal health component (as a total for the 54 countries covered by the assessment). Of<br />

the total national funding estimated to be required for the animal health component, prevention activities<br />

and the strengthening of VS as such accounted for only a fifth of the budget in the short term 3-year<br />

period (US$ 44.4 million and US$ 32 million, respectively) (Table 5). However, in the medium to long<br />

term period, these activities were estimated to amount to 66% of the total needs, largely because of the<br />

increased investment in strengthening VS (US$ 74.5 million and US$ 269.3 million, respectively). On the<br />

other hand, the bulk of the costs in the short term were taken by the estimated response needs, in view of<br />

the urgent upsurge of AI, but the relative share of these costs diminished in the medium-long term time<br />

frame (from 80% down to 34%).<br />
