factors, such as breaches in cross-border activity, which would provide the economic rationale in terms of<br />

the benefits of increased border controls for example 36 .<br />

In cases where data is available some cost-benefit analysis of the adopted/envisaged prevention and<br />

control measures has been carried out (outlined in section 4.4). The available studies focus at either of the<br />

above 3 main types of benefits or a combination. It is noted that estimating the potential benefit in export<br />

gains of improved export focused measures (such as establishing disease-free zones; developing<br />

laboratory capacity; regulation and training; strengthening capacity for slaughterhouse inspection and<br />

certification on exports, vaccination programmes) is a relatively more straightforward task. This analysis,<br />

however, is considerably more difficult and scarce in the case of sanitary measures that are aimed to<br />

improve domestic conditions and public health.<br />
