Another key point is that although plans tend to focus on common key intervention areas (such as<br />

pursuing animal health through improved bio-security and veterinary services and integrating the animal<br />

health and human health approaches 47 ), there appears to be significant variation in the contents and quality<br />

of the plans. This observation has been made by the 2006 UNSIC survey and was confirmed by our<br />

analysis of the national plans (discussed in section 4.2.3). Although the World Bank, the EC and the OIE<br />

endeavour to carry out uniform, independent expert assessments or appraisals of the quality of these plans,<br />

as far as we are aware these are not publicly available on a systematic basis to allow an informed comment<br />

on this in the context of the current analysis.<br />
