party interest in service delivery.<br />

13. Such study would entail comparing the recruitment rates of EPRDF vs.<br />

non-EPRDF candidates, which would itself be complicated both by the<br />

high proportion of the population claiming to be EPRDF supporters and by<br />

the related selection process for teacher training.<br />
