Education Sector Corruption<br />

Introduction<br />

Recognizing the importance of education in the development of<br />

Ethiopia, the government of Ethiopia has over the past two decades<br />

focused efforts on a range of interventions to improve the delivery of<br />

educational services. Supported by donor partners and guided by the<br />

education Millennium Development Goals (MDGs), the government<br />

has embarked on a process of education sector reform and service<br />

improvement aimed at enhancing the levels of access for the poor and<br />

employing approaches that respond more closely to demands from<br />

end users.<br />

In recent years education budgets in Ethiopia have been relatively<br />

high (6 percent in 2006) as a proportion of gross domestic product<br />

(CIA 2006) and significant (20–25 percent) as a proportion of government<br />

spending (Dom 2009), but they are still low in terms of absolute<br />
