A clear land policy must be developed in a participatory manner, with<br />

wide consultation. The final land policy document should identify the<br />

legislative changes necessary to implement the policy, include a detailed<br />

action plan, set out appropriate monitoring arrangements, and be costed.<br />

Policy is not going to change things without the successful establishment
