370 Diagnosing Corruption in Ethiopia<br />

In keeping with the disclosure recommendation above, reports of the<br />

independent assessor should be published on the ETC’s website. The<br />

process of selecting, appointing, and remunerating the independent<br />

assessor will require particular care to ensure that he or she is suitably<br />

experienced and independent and enjoys the full respect of all stakeholder<br />

groups.<br />

Recommendation 3: Ensure greater transparency through<br />

disclosure agreements.<br />

The ETC’s Procurement Policy Directives and Procedure Manual requires<br />

that the ETC maintain procurement records and documents for 10 years.<br />

However, there are only limited rights for anyone to view this information.<br />

At present, competitors in the bidding process can view only some<br />

of the records and documents relating to their bids within one month<br />

after contract award. The public is not entitled to view these records and<br />

documents. As an anticorruption measure, the problems associated with<br />

the very limited disclosure of information in the sector should be<br />

addressed by an effort aimed at improving transparency and access to<br />

information. It is recommended that disclosure should be materially<br />

increased, as follows:<br />

• Establish the scope and nature of documentation for disclosure. There<br />

should be full public disclosure on the ETC website of all relevant<br />

documents associated with telecommunications services. This disclosure<br />

should include the following information, presented in a clear and<br />

consistent manner:<br />

º consultants’ advice regarding the type of network and equipment<br />

that should be introduced;<br />

º outline designs of the network and equipment;<br />

º prequalification and tender documents relating to the design, supply,<br />

construction, and installation of telecommunications equipment and<br />

services;<br />

º prequalifications and tenders submitted by designers, suppliers, and<br />

contractors in relation to the telecommunications network;<br />

º reports evaluating which designer, supplier, or contractor should be<br />

selected;<br />

º full details of the price, program, specification, contract conditions,<br />

and payments in relation to contracts awarded to designers, suppliers,<br />

and contractors and of any variations to these contracts—with details<br />

of price covering both the initial contract price and the final actual<br />

cost of the contract, together with the price of major variations;
