About the Editor and Authors<br />

groundwater issues. He has published more than 40 scientific papers and<br />

is author of the book Developing Groundwater: A Guide to Rural Water<br />

Supply (Practical Action, 2005) and editor of Applied Groundwater<br />

Studies in Africa (Taylor and Francis, 2008). Much of his work focuses on<br />

the science base for sustainable development and management of<br />

groundwater, with a particular interest in climate resilience and poverty<br />

reduction. He has a B.S. in geophysics from Edinburgh University and an<br />

M.S. and Ph.D. in hydrogeology from University College London.<br />

William D. Savedoff is a senior fellow at the Center for Global Development<br />

(CGD), where he works on aid effectiveness, corruption, and health policy.<br />

Before joining CGD, he prepared and advised projects in Africa, Asia, and<br />

Latin America for the Inter-American Development <strong>Bank</strong> and <strong>World</strong><br />

Health Organization. As a consultant, he has worked for the National<br />

Institutes of Health, Transparency International, and the <strong>World</strong> <strong>Bank</strong>, and<br />

he helped establish the International Initiative for Impact Evaluation. His<br />

publications include Cash on Delivery (Center for Global Development,<br />

2011), Governing Mandatory Health Insurance (<strong>World</strong> <strong>Bank</strong>, 2008), and<br />

Diagnosis Corruption (Inter-American Development <strong>Bank</strong>, 2001). He<br />

received his Ph.D. in economics from Boston University.
